Full job description

Summary This position is located within the Department of the Interior, National Park Service, Midwest Region, Lincoln Home National Historic Site, to be filled in Saint Paul, Minnesota, Pipestone, Minnesota or Springfield, Illinois. You will serve as a Administrative Officer with National Park Service. This is a temporary promotion not to exceed 1-year Merit Promotion appointment. This temporary promotion appointment may be made permanent without further competition. Responsibilities This role is responsible for providing expert advice on complex administrative issues to the Park/Program Manager and management team, as well as overseeing specialists, technicians, and clerical staff in supporting management and employees. Major Duties Requirements: Manage the Budget and Financial Management program. Responsible for keeping the park's revenues and spending in balance through sound advice and supervision of the staff of the administrative division. Manage a Human Resources Management program. Serves as the primary liaison with the regional human resources office, coordinating the identification and communication of needs and receipt of HR services from the servicing human resources office. Assures that the Superintendent and Park Supervisors receive sound advice and guidance on position management through collaboration with regional HR Specialists. Lead an Acquisition and Property Management program. Responsible for acquiring all goods and services the park requires to accomplish its mission and programs. Oversees the work of employees in charge of property management and control systems of the park. Serves as a member of the management team and plans, analyzes, and monitors the formulations and development of programs, procedures, operating policies, internal controls and program goals. Lead a Business and Administrative Services program. Oversees the following additional functions: Payroll and Timekeeping; Bills of Collection; Third Party Drafts; Payment of Invoices; Internal Controls and Audits; Travel Services; Planning; Leasing Program; Housing Program; Mail; Central Records Files; Agreements; Commercial Services, and Information Management. Requirements Conditions of Employment Must be a U.S. Citizen or National. Appointment subject to background investigation and favorable adjudication. A financial disclosure report will be required within 30 days of appointment. You cannot hold an active real estate license, nor can you have an interest or hold stocks in firms with interest in Federal Lands. As a condition of employment for accepting this position, you may be required to serve a 1-year probation to evaluate your fitness and whether your continuation of employment advances the public interest. This probationary period is an extension of the appointment process and therefore requires the agency to determine if continued employment would advance the public interest, meet the organization goals and mission of the agency, and/or otherwise promote the efficiency of the service. In determining if your employment advances the public interest, the agency will consider: your performance and conduct; the needs and interests of the agency; whether your continued employment would advance organizational goals of the agency or the Government; and whether your continued employment would advance the efficiency of the Federal service. Under applicable law, the employment of an individual serving a probationary or trial period automatically terminates when that period ends unless the agency affirmatively certifies, in writing, that the individual's employment should continue and that their appointment should be finalized. In the absence of agency action to affirmatively certify continued employment beyond the probationary or trial period, such appointments are terminated. Upon completion of your probationary period your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest. This is a supervisory position that may require completion of a supervisory probationary period. Additional Requirements located under qualifications Qualifications All qualifications must be met by the closing date of this announcement - 09/03/2026-unless otherwise stated in this vacancy announcement. Competitive candidates must also meet Time-in-Grade requirements as defined in 5 CFR 300, Subpart F. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the work schedule requirement as the service dates will be reflected. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Specialized Experience: Applicants must possess one year of specialized experience equivalent to at least the GS-12 level in the Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, abilities, and competencies needed to successfully perform the duties of this position. Examples of qualifying specialized experience include activities such as: providing a wide variety of administrative and business services to enable efficient operation of a park or program office; providing supervision and direction to an administrative staff in support of a park or program office; advising on business management processes including budget and financial management; coordinating the procurement and property management, information technology and human resources needs and requirements for a park or program area; and developing and formulating alternative solutions to complex administrative matters. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education There is no substitution of education for experience at the grade level of this announcement. There may be some extended walking through facilities, carrying light items, or driving an automobile. Mentally stressful and taxing situations are frequently present. Working Conditions: The work environment involves everyday risks or discomforts, which require normal safety precautions typical of places such as offices, meeting and training rooms, and commercial vehicles. National Park Service has determined that the duties of this position are suitable for telework; the selectee may be allowed to telework with supervisor approval.
