Asset Implementation Analyst

Position Overview: The Asset Implementation Analyst will be responsible for the planning, execution, and management of infrastructure asset implementation projects. Harris County has adopted asset management software -OpenGov|Cartegraph to enhance the management of county-owned assets. This position will work closely with the Asset Management team to implement various phases of the OpenGov|Cartegraph projects and contribute ideas for developing workflows for divisions related to assets. The Analyst will ensure the effective deployment and utilization of the software, receiving training on this software to support its implementation and functionality. Prior knowledge of application development and Microsoft products is a plus for candidates. The role involves understanding current workflows, ensuring effective disaster recovery and resiliency planning, and facilitating coordination across various departments and precincts. Job Duties:

• Project Planning and Execution:• Develop and manage detailed project plans for the implementation of infrastructure assets.

• Coordinate with cross-functional teams to ensure timely delivery of project milestones.

• Monitor project progress and adjust plans as necessary to meet objectives.

• Asset Management:• Maintain an accurate inventory of infrastructure assets.

• Implement asset tracking systems to monitor asset utilization, maintenance, and lifecycle.

• Ensure compliance with asset management policies and procedures.

• Workflow Understanding and Communication:• Understand and process current workflows related to asset management and communicate with the software implementation specialist.

• Coordinate requirement gathering and extract workflows from associated divisions.

• Work closely with implementation consultants and software vendors to ensure accurate and efficient workflow integration.

• Develop and propose ideas for workflow improvements in collaboration with divisions related to assets, such as facilities.

• Disaster Recovery and Resiliency:• Develop and manage disaster recovery and resiliency workflows to ensure continuity of operations.

• Conduct a feasibility study to assess the capabilities of OpenGov|Cartegraph in supporting disaster recovery and resiliency efforts.

• Understand FEMA reporting requirements and facilitate accurate report generation.

• Coordinate with relevant teams to ensure disaster recovery plans are up-to-date and tested.

• Software Implementation:• Create user accounts and roles within OpenGov|Cartegraph and mobile applications.

• Develop and implement workflows in OpenGov|Cartegraph and mobile apps.

• Work with implementation consultants and software vendors to ensure smooth integration and functionality.

• Stakeholder Coordination:• Coordinate with all four precincts and other relevant departments to ensure the successful implementation of infrastructure assets.

• Facilitate communication between stakeholders to address concerns, gather requirements, and ensure alignment with project goals.

• Manage relationships with external vendors and consultants to support implementation efforts.

• Training and Support:• Receive comprehensive training on the asset management software to ensure effective use and support.

• Coordinate training sessions for users to ensure effective use of asset management systems and workflows.

• Provide ongoing support and troubleshooting for users as needed.

• Data Analysis and Reporting:• Analyze asset data to identify trends, issues, and opportunities for improvement.

• Generate reports on asset performance, utilization, and cost-effectiveness.

• Provide recommendations for optimizing asset management processes.

• Regulatory Compliance:• Ensure all infrastructure assets and workflows are implemented in compliance with relevant regulations and standards.

• Stay informed of changes in regulations and adjust asset management practices accordingly.

• Assist in audits and inspections related to infrastructure assets.

• Continuous Improvement:• Identify and implement best practices for infrastructure asset management.

• Conduct post-implementation reviews to assess project success and areas for improvement.

• Participate in professional development opportunities to stay current with industry trends and technologies.

• A BA/BS degree in Computer Science, Civil Engineering, Information Technology, Data Analytics, Public Administration, GIS, or a related field is required.

Experience:

• A minimum of two (2) years of proven experience in asset management systems, or a role in data analytics, public works, or GIS-supported platforms.

• Proficiency in configuring and managing integrated GIS-based asset management software, showcasing expertise in data management, reporting, validation, integration, quality assurance, and comprehensive database management.
• Expertise in data analytics coupled with a keen ability to integrate these technologies seamlessly into asset management systems for advanced spatial data analysis.
• Knowledgeable in infrastructure asset management principles, encompassing lifecycle management, data collection, condition assessment, and risk analysis, providing valuable insights for strategic decision-making.
• Possesses strong analytical skills, enabling the interpretation of asset data, the generation of detailed reports, and the identification of trends and insights crucial for informed decision-making.
• Proven ability to provide expert technical support and deliver effective training sessions to end-users and stakeholders.
• Capability to create comprehensive user documentation, training materials, and standard operating procedures that facilitate seamless software adoption.
• Effective communication skills, both verbal and written, enabling clear interactions with technical and non-technical professionals.
• Exceptional collaboration skills, demonstrated through successful teamwork with different departments and teams to ensure software alignment with organizational goals.

Emergency Deployment & Continuity of Operations Requirement: In accordance with Harris County’s Continuity of Operations Plan (COOP) Policy, this position is subject to emergency response and deployment protocols. The employee may be designated as supporting a Mission Essential Function (MEF) and must:

• Participate in the classification process of departmental staff based on MEF responsibilities.
• Be available for temporary deployment to an alternative work location, role, or telework assignment during emergency events.
• Confirm work assignments with their supervisor prior to reporting to any worksite during such events.
• Remain flexible in assuming alternative duties as directed to support continuity of County operations.

• Working knowledge and experience with relational databases within MS SQL Server is a plus.

Knowledge, Skills, & Abilities (KSAs) Position Type, and Typical Hours of Work: Full-Time | Regular | 40 hours per week. Subject to early mornings, late evenings, weekends, and holidays at times, depending upon the project or workload. Salary: Commensurate experience, based on 26 pay periods. Physical Demands and Environmental Exposure: Most assignments will be performed in an office, meeting, or operations command center environment, but some fieldwork may be required. Extended work hours may be required during the activation of disaster recovery operations for an unspecified length of time (varies based on the extent of the event). This position requires bending, stooping, and lifting up to 25 lbs., frequent walking, standing, sitting, reaching, and ascending/descending stairs.
