Summary

This position serves as a Supervisory Personnel Security Specialist, in the Office of Security, reporting directly to the Director of Security. The primary purpose of this position is to oversee the agency personnel security vetting program and exercising the authority to ensure that all agency personnel, including FTEs and contractors, are vetted according to the security regulations prescribed by Executive Orders other external orders, regulations and policies.

Duties

As a Supervisory Personnel Security Specialist, you will be responsible for duties to include, but are not limited to: Supervises the daily activities of the Personnel Security Division to include overseeing, planning, and coordinating all personnel security vetting services. Serves as the deciding authority on all adverse vetting determinations. Develops policy, recommends projects, and serves as the technical authority on all personnel security developments and interpretation of personnel security guidelines, policies, legislation, and regulations covering personnel security operations within USAGM. Supervises and ensure all activities performed within the Personnel Security Division are conducted in accordance and compliance with applicable federal laws, executive orders, Suitability and Security Executive Agent policies, and USAGM procedures. Develops and implements standards for program performance to ensure alignment with agency objectives. Develops and implements metrics and establishes benchmarks for thePersonnel Security Division. Qualifications

Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the GS-13 or comparable pay band in the Federal service or equivalent experience in the private sector.Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience required for this position includes all of the following: Lead/manages personnel security projects relating to continuous vetting/adjudications, working with a diverse team related to process improvements; Provides guidance on personnel security policies including evaluating and adjudicating various levels of background investigations and rendering suitability/fitness and clearance eligibility decisions in accordance with federal policies; Coordinates or oversee work of non-supervisory employees; Analyzes and evaluates effectiveness of suitability program operations; developing measurement criteria, procedures, and instruments for evaluations.
