Summary

About the Position: Fort Eustis, Virginia, is located in Newport News, between historic Williamsburg and Virginia Beach. Local Transportation via the Hampton Roads Transit (HRT) bus service to the surrounding area which includes Hampton, Norfolk, Portsmouth, Chesapeake and Virginia Beaches, York County, Gloucester, Suffolk, and Smithfield.

Duties

  • Responsible for initiating, developing, staffing, and disseminating guidance, policies and procedures in the execution and management of modernized Security Cooperation/Security Assistance systems.
  • Responsible for identifying and ensuring the participation of appropriate Army subject matter experts in a variety of ongoing systems project teams.
  • Plans and coordinates the development, summarization, and substantiation of complex financial systems/accounting data affecting numerous accounts and customer codes of several appropriation and trust funds.
  • Utilizes data retrieval techniques and reviews products to identify system and procedural problems and takes corrective action as necessary.
  • Prepares Command position papers and informational papers addressing new system concepts and plans related to the enterprise solution development, identifying possible impacts on Army resources and programs.
  • Provides technical advice on accounting requirements, policies and local procedural systems.

Current Department of Army Civilian Employees In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes analyzing financial systems to determine the impact on business processes and operations; designing, developing, and maintaining financial systems, and compiling financial data related to budgeting, reporting, financial management, auditing, or accounting. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-xx). You will be evaluated on the basis of your level of competency in the following areas: Accountability Arithmetic/Mathematical Reasoning Attention to Detail Customer Service Decision Making Flexibility Integrity/Honesty Interpersonal Skills Learning Reasoning Self-Management Stress Tolerance Teamwork Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

To be considered well-qualified and receive selection priority applicants must satisfy all qualification requirements for the position and receive a score of 90 or above. This is a Human Capital & Resource Management Career Field position. Multiple positions may be filled from this announcement. Salary includes applicable locality pay or Local Market Supplement. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. Position may be filled by a current permanent Army employee as a temporary promotion not to exceed 2 years (extendable to 5 years) or by reassignment/change to lower grade. Return placement rights must be negotiated and documented prior to an official job offer.
