Summary
This position is located at Bureau of the Fiscal Service, Data Management and Analytics Division. As a Data Scientist, you will independently develop research studies, analyses, and projects that affect the programs and policies of the Bureau of the Fiscal Service (BFS) and other government agencies, both in its immediate context as well as in the context of future needs and risks. ..
Duties
As a Data Scientist, you will: Support the acquisition of data, combine and prepare data for analytic needs, plan and execute the analysis of data, generate diagnostics, compare model results, and advise on a range of decisions that produce the most desirable set of outcomes. Play a key role in broad data research projects of major policy importance, difficulty, and complexity, directed toward significant problems relating to goals and mission of BFS. Work with members of BFS to identify appropriate business solutions to the clients challenges, translates those solutions into conceptual analytic approaches, and work with teams to execute. Develop and maintain relationships with internal and external stakeholders such as other government agencies, OMB, internal Bureau of the Fiscal Service staff, Treasury staff, Federal Reserve Banks, and with strategic partners to ensure financial data is of good quality, establish new partners for collaboration, and collaborate with Product Owners, when applicable. All newly appointed employees to the competitive (or excepted) service are subject to a probationary (or trial) period. Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency. Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer. If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so. Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S. Obtain and use a Government-issued charge card for business-related travel. File a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on. This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time. You must meet the following requirements by the closing date of this announcement. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year and indicate number of hours worked per week on your résumé. SPECIALIZED EXPERIENCE: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes: - Applying advanced statistical, algorithmic, or machine learning techniques to analyze large and complex datasets and produce insights that inform program decisions; AND - Designing, developing, and validating data models, automated processes, or analytical tools that detect anomalies, identify trends, or enhance program integrity; AND - Communicating technical findings to nontechnical audiences through clear visualizations, reports, and briefings that support executives, program teams, or cross agency partners.
Education
Basic Requirements: Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. or Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.
