Duties

  • Performs initial editing and quality review of legislative bills using an XML editing system and locator coding.
  • Troubleshoots XML and production-related issues and processes assignments effectively while prioritizing work according to production schedules and deadlines.
  • Creates, maintains and distributes an electronic archive of completed XML bill files that are completed for both House and Senate legislation.
  • Coordinates the distribution and review of proofreader assignments and examines galley proofs returned by proofreaders or revised by readers.
  • Uses Microsoft Word and Microsoft Excel proficiently to support document preparation, tracking, reporting, and production-related activities.

Qualifications

To qualify for the position, you must meet the following requirements: Applicants must have experience and/or training of sufficient scope and quality to independently perform the duties typically required of a Head Deskperson (Bill end). Applicants must meet the following Screen-Out element, Job Element #1 Ability to do the work of a Head Desk Person without more than normal supervision to be considered for this position. Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the online questionnaire. If your knowledge and ability in the SCREEN OUT ELEMENT is not sufficient, you will receive no further consideration. Examples of typical duties are: 1.) Performing quality control in various Proofreading tasks involving verification for page layout for printed and digital press publications such as page layout for errors or discrepancies to answer queries regarding press jobs, 2.) Answering readers' questions regarding office style and peculiarities in work; and 3.) Interpreting forms, coding, and performing preparation when of a technical nature. In addition to the requirements above, GPO employees competing under merit promotion procedures must meet all of the following criteria in accordance with Federal Merit Promotion Plan, GPO Instruction 615.2C (Appendix B): 1. Have completed a formal, recognized apprenticeship or GPO journeyperson training program, or possess substantially equivalent practical experience in the trade of the vacancy; AND 2. Have served a minimum of 1 year in Career or Career-Conditional appointment in the GPO. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. All qualification requirements must be met by the closing date of this announcement to be considered.

Education

Substitution of education in lieu of specialized experience may not be used for this grade level. How You Will Be Evaluated

Job Element 6: Operation of Job Family Specific Equipment, Machinery, etc. Job Element 25-E: Technical Practices (Theoretical, Precise, Artistic). Job Element 60:Use of Measuring Instruments. Job Element 75-B: Ability to Interpret Instructions, Specifications, etc. (other than blueprint reading)i.e. materials used in Proofreading. Job Element 81: Ability To Use and Maintain Tools and Equipment. Job Element 82-A: Knowledge of Materials. We DO NOT require a separate narrative statement responding to the competencies, however your resume should CLEARLY show possession of these competencies. If you meet the qualification requirements listed above, your application will be rated based on your online questionnaire and supporting documents. To meet those standards, all selected applicants must undergo and successfully completed a background investigation for a suitability clearance. This review could include financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs. Depending on the type of background investigation required, the security process may take between 6 weeks to 12 months. The agency may rescind the tentative offer, if the candidate is unable to obtain an interim clearance.
