Duties
The Civil Investigator conducts difficult and complex investigations of violations of the False Claims Act, as well as other civil enforcement actions within the jurisdiction of the United States Attorney's Office. If selected, you will serve as an Investigator for the United States Attorney's Office - Western District of Kentucky. The work involves independently planning and conducting complex investigations and/or financial examinations relating to civil actions and participating in investigative activities with Federal, State, and local officials. Duties may include, but are not limited to, the following: Planning and conducting complex and difficult civil fraud cases/investigations, most often of a confidential nature, involving target organizations with complex organizational structures, ownership and financial relations, and a large number of primary and subsidiary activities. Initiating contacts with federal, state and local officials and other organizations and individuals related to subject of investigation for the purpose of gathering facts, obtaining statements, learning sequences of events, obtaining explanations and otherwise advancing investigative objectives. Coordinating and organizing investigations with other federal or state agencies overseeing programs that receive federal funding to effectively prosecute civil enforcement actions. This could include serving as a lead investigator in teams that may include investigators, auditors, and legal support staff from other law enforcement agencies. Conducting witnesses interviews and preparing reports of interviews. Developing and executing investigative plans. Performing complex quantitative, qualitative or other analysis of relevant facts. Preparing investigative opinions requiring the use of considerable judgment and discretion to develop new ways and means for securing facts and evidence. Conducting extensive searches of files, records, and regulatory processes to find or obtain appropriate evidence for civil prosecution. Preparing fully documented reports which are self-explanatory and self-sustaining with inclusion of facts and recommendations for disposition of each matter investigated. Analyzing data, reports and other sources to identify possible subjects for investigation. Conducting general surveillance activities. Qualifications
To Qualify at the GS-12 level, you must possess: GS-12: To be eligible at the GS-12 level, you must have one year of specialized experience equivalent to the GS-11 grade level in the Federal service as defined below. Specialized experience is defined as performing the following types of duties: developing intelligence; performing quantitative, qualitative, or other analyses of relevant facts; reporting the results of investigations to attorney, auditors, and management; resolving complex investigative problems affecting compliance with laws or regulations; developing investigative work plans; conducting interviews of witnesses, briefings with management before and after an interview, and preparing written interview reports; gathering and analyzing data; preparing investigation reports; and conducting complex investigations and valuations of assets, including public records. Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies. If your agency has notified you in writing that you are a displaced employee eligible for ICTAP consideration, you may receive selection priority if: 1) this vacancy is within your ICTAP eligibility; 2) you apply under the instructions in the announcement; and 3) you are found well-qualified for this vacancy. How You Will Be Evaluated
Your complete application package (resume/supporting documentation, online questionnaire, and USA Hire Competency Based Assessment) will be evaluated and rated using DOJ's Category Rating and Selection Procedures. Your resume and supporting documentation will be used to determine whether you meet the job qualifications listed on this announcement. If you are basically qualified for this job, your resume and supporting documentation will be compared to your responses on the online questionnaire. If you rate yourself higher than is supported by your application materials, your responses may be adjusted and/or you may be excluded from consideration for this job. If it is determined you meet minimum qualification requirements, your application will then be placed in one of three categories: Best Qualified, Highly Qualified, or Qualified. Within these categories, applicants eligible for Veterans' Preference will receive selection priority over non-veteran preference eligibles. In addition, qualified veterans with a compensable service-connected disability of 10% or more are placed at the top of the highest quality category (i.e., Best Qualified).
