The ideal candidate is a seasoned learning and development professional skilled in LMS management, instructional design, and e‑learning development. Excelling at creating effective training using the ADDIE model, coordinating complex learning initiatives, and mentoring others. Strong communication, analytical abilities, and experience transforming technical content into engaging learning are essential, along with a commitment to ensuring training quality, compliance, and measurable results.

POSITION PURPOSE :

The Level 3, Learning Management Instructional Specialist is responsible for ensuring alignment of support for TVA’s learning, development, and online course development. Position is responsible for developing, coordinating, scheduling, conducting, and performing all training related needs in support of assigned organizations, areas, and functions. In addition, position will be responsible for developing metrics to measure training effectiveness as it relates to assigned areas. Coordinates activities, provides training to instructors and subject matter experts regarding TVA’s eLearning development policies and practices; delivers facilitated computer based training; creates computer based exams; proctors exams; selects, applies, and explains procedures and practices to identify and resolve discrepancies; researches information sources; documents and coordinates results; transforms training content provided by others into lesson plans, interactive computer based training formats; including imbedding video, etc. Develops procedures and project plans for large online training deployments.

JOB DIMENSIONS :

Supervisory Responsibility — May lead instructors, Levels 1 and 2 Specialists, and others as necessary .

Budget Responsibility —none

PRINCIPAL ACCOUNTABILITIES :

  • Manages development of curriculum and provides training for technical skills of administrative personnel.

  • Competent user of TVA’s learning management system (PLUS).

  • Trains other employees in the ADDIE process and course content development.

  • Develops project plans and procedures through communication and interaction at all levels of TVA

  • Observes and evaluates training required by TVA that is conducted at locations external to TVA.

  • Directs assessments of TVA training and facilities.

  • Schedules training resources, settings, and delivery to ensure TVA goals, objectives, and standards are met.

  • Prepares required training records accurately and completely and documents per procedures or processes to attest to adequate training of personnel to enable performance of their job functions.

  • Manages overall development and delivery of online computer-based training (CBT) and interactive e-learning courses using development models such as ADDIE (Analysis, Design, Development, Implementation, Evaluation)

  • Provides facilitated computer based training, proctors self-study and exams as necessary and assists learners with the use of the learning management system, self-study and provides proctoring support.

  • Coordinates with management and SMEs for modifications of existing Training or Analysis, Design, Development, Implementation and Evaluation of assigned training subject areas.

  • Mastery of LMS in a manner such that can mentor others.

  • Coaches and provides direction to others on specific tasks.

  • Develops metrics to measure effectiveness of training and in-processing in assigned areas.

  • Conducts job task analyses as well as training needs analyses.

  • Ensures that legal compliance with ADA section 508 is met during course development.

  • Performs other duties as assigned such as special projects, presentations, etc.

MINIMUM REQUIREMENTS :

Educatio n —A four-year degree from a regionally accredited college or university; or equivalent education, training & experience related to assigned training area.

Experience —M inimum six (6) years’ experience related to assigned training area is preferred; at least two (2) years experience working independently and specifically related to the assigned training organization, function, or area; experience working with TVA’s organizational structure, including training agreements and strategies is desirable. Previous instructor experience is desirable.

Certification/License, etc — Instructor certification/SME at TVA or related industrial instruction/teaching experience.

Knowledge/Skills/Abilities — Must be able to communicate effectively with employees and management at all levels. Knowledge of the SAT process, MS Office Suite including ability to produce macros and interactive training is required.
