Job Description
Insight Global is seeking a Project Controls Manager to join one of our large Federal Navy clients supporting complex ship repair, modernization, engineering, and shipboard installation programs. This individual will be responsible for leading project controls activities across multiple Navy programs, providing oversight of project scheduling, cost management, resource planning, risk analysis, and performance reporting. The ideal candidate will have experience managing project controls functions within a defense, maritime, shipbuilding, ship repair, construction, or engineering environment and possess strong expertise in Primavera P6, Microsoft Project, project scheduling, and cost analysis.
Responsibilities
- Lead project controls efforts supporting engineering, ship repair, shipboard installation, and modernization projects for U.S. Navy customers.
- Develop, maintain, and oversee Work Breakdown Structures (WBS) and resource-loaded, cost-loaded project schedules using Primavera P6 and Microsoft Project.
- Establish project controls processes, standards, and operating procedures to support program execution and mitigate project risks.
- Partner with Program Managers, Estimators, and project teams to develop detailed project plans, cost estimates, proposals, material pricing, and preliminary schedules.
- Integrate financial and project performance data into scheduling and reporting tools to provide accurate project forecasting and analysis.
- Analyze project schedules for critical path activities, schedule impacts, resource constraints, risk exposure, contract modifications, and scope changes.
- Monitor project performance, tracking schedule adherence, labor utilization, funding status, subcontractor performance, burn rates, and estimates to complete.
- Develop, implement, and manage Plans of Action and Milestones (POA&M) processes and execution strategies to support operational objectives and project milestones.
- Prepare and present recurring reports on project status, earned value, schedule performance, financial performance, forecasts, and risk mitigation strategies.
- Maintain an integrated portfolio of project schedules across multiple programs and provide manpower and resource allocation analysis to leadership.
- Identify project risks and coordinate mitigation plans with cross-functional stakeholders to minimize schedule and cost impacts.
- Support project audits, baseline reviews, customer briefings, and program management reviews.
- Lead, mentor, and manage project controls personnel while fostering best practices in scheduling, forecasting, and project performance management.
- Collaborate with government customers, subcontractors, engineering teams, and program leadership to ensure successful project execution and delivery.
Salary Range: $110k-$125k
Skills and Requirements
- Min 5 years of Project Controls or Scheduling experience
- Demonstrated and proven experience with Primavera P6 and Microsoft Project or related enterprise scheduling software
- Experience in the planning and oversight of engineering, construction, and shipboard construction projects
- Familiarity with NAVSEA or MSC reporting requirements
