Duties
- Plans, coordinates, and controls shipment of material and equipment.
- Prepares shipment documentation for material and equipment shipped to include hazardous materials.
- Provides advice and assistance to customers concerning all aspects and phases of the DLA Distribution Depot transportation and distribution functions.
- Provides status, resolves problems, prepares reports, and traces shipments upon requests.
- Provides traffic management support through selection, approval, procurement, and use of safe and effective services carriers at the least cost to the government.
- Determines the most efficient economical rates and routes to destination involving domestic inbound and export shipments, originating at any point worldwide.
- Is responsible for the classification, rating, routing, and movement of a wide range of commodities, which includes hazardous materials.
- Plans shipping dates, material pick up and loading times of equipment and material to be shipped from DLA Distribution Depot to other government activities, both overseas and CONUS.
- Performs the day-to-day functions of the verification and payment of invoices utilizing various automated system
- Computes and verifies transportation costs and contacts carriers for rates when required.
- Determines economical routing based on technical review of guides and tariffs.
- Reviews automated documentation for all types of shipments taking appropriate action to correct any invalid, void, or missing information.
Qualifications
To qualify for a Transportation Assistant, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-07 level, applicants must possess one year of specialized experience equivalent to the GS-06 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) position only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Determines the most efficient economical rates and routes to final destination involving domestic inbound and export shipments; Classifies, rates, routes, and moves a wide range of commodities including hazardous material. B. Education Substitution: As a general rule, education is not creditable above GS-05 for most positions covered by this standard; however, graduate education may be credited in those few instances where the graduate education is directly related to the work of the position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Demands: Work is mostly sedentary although there is some walking, standing, bending, or sitting. There are no special physical demands. Working Conditions: Employee works primarily in an office setting involving everyday risks or discomforts. Employee is occasionally required to go to warehouses and loading docks to obtain information and must exercise care when working around materials handling equipment, conveyors, and freight. While deployed work may be performed within a warehouse or storage environment that may or may not have air conditioning or heating. Works outside and inside in areas that are hot, damp, cold, drafty, and poorly lighted. Expeditionary Civilian (EC) Position: This is an Expeditionary Civilian (EC) position, and the incumbent will be designated as (EE). In the event of a crisis situation, the incumbent may be required to deploy via temporary reassignment or be required to stay in place to support contingency operations. The incumbent may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively; therefore, the position requires the incumbent to be screened from military recall. Military Reservists selected for an EC position must arrange for removal from the reserve component prior to appointment to an EC position. This requirement must be met prior to placement in an EC position. Positions identified as EE are subject to deployment to combat support situations. Deployment will be via Temporary Duty (TDY) orders. Deployment may entitle the employee to additional monetary compensation dependent upon the deployment location. Additional allocations are based on the Department of State's determination of a combat zone.
Education

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study. FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Please follow all instructions carefully. Errors or omissions may affect your rating. Term Position: This position is being filled as Term appointment not-to-exceed (NTE) 2 Years. Current permanent DLA employees eligible as a Promotion, this position will be filled as a Temporary Promotion NTE 2 Years and may be extended up to a total of five years or converted to a permanent promotion without further competition. Current permanent DLA employees eligible as a Reassignment/Change-to-Lower Grade, this position will be filled as a Reassignment/Change-to-Lower Grade with the intent to be limited to the time period specified in the announcement and may be reassigned at management's discretion or made permanent at any time. Upon termination/expiration of the temporary assignment, placement will be either to the gaining or previous organization in accordance with DLA policy (DLAI 1442.04) regarding placement rights after a time-limited assignment. For all others, if selected, this would be a Term/Time-Limited Appointment NTE (2 Years) and not more than six years. The selected applicant will be required to sign a written agreement acknowledging the conditions of this temporary assignment/appointment and that they may be released from this position upon management discretion. Drug-Free Workplace Policy The Defense Logistics Agency (DLA) is committed to maintaining a safe, drug-free workplace. All DLA employees are required to refrain from illegal drug use on and off duty. DLA conducts pre-employment, reasonable suspicion, post-accident, and random drug testing. Applicants tentatively selected for employment in testing designated positions will undergo a urinalysis to screen for illegal drug use prior to appointment. Refusal to undergo testing or testing positive for illegal drugs will result in withdrawal of the tentative job offer and a six-month denial of employment with DLA from the date of the drug test. Employees in drug testing designated positions are subject to random drug testing. A negative drug test result must be received by HR within 30 calendar days after the EOD (i.e., start date). The selectee's inability successfully pass; or refusal to conduct the test may result in: 1) the tentative or FJO being withdrawn during the recruitment process; or 2) subsequently being removed from Federal service for failure to meet a condition of employment. You may be required to sign a "Drug Test Statement of Understanding" if you are selected for this position. The DLA drug testing panel tests for the following substances: marijuana, cocaine, opiates, heroin, phencyclidine, amphetamines, methamphetamines, fentanyl, norfentanyl, methylenedioxymethamphetamine (MDMA), methylenedioxyamphetamine (MDA), and opioids. ADVISORY: Use of cannabidiol (CBD) products may result in a positive drug test for marijuana. DLA employees are subject to Federal law and under Federal law, Marijuana is illegal.
