Position Summary The Mid-Level Contract Support Specialist shall:

  • Provide comprehensive acquisition support throughout the Federal acquisition lifecycle, including pre-award and post-award activities.

  • Conduct research and analysis of technical, acquisition, cost, and pricing information to support procurement and Contracting Officer decision-making.

  • Research, review, interpret, and apply Federal acquisition policies, regulations, directives, guidance, and procedures, including the FAR and VAAR.

  • Review and/or assist in developing acquisition requirements and procurement documentation to ensure acquisition packages are complete, accurate, sound, and sufficient.

  • Provide acquisition and business advice and assistance to technical experts, requiring activities, program personnel, customers, and other stakeholders.

  • Analyze and assist with the development of Independent Government Cost Estimates (IGCEs) and supporting documentation.

  • Work collaboratively with technical experts and Contracting Officers to ensure project milestones, schedules, requirements, and deliverables are accurately reflected in contractual documents and project plans.

  • Plan, coordinate, evaluate, and execute logistical and acquisition-related actions necessary to support organizational missions and program requirements.

  • Support the planning, preparation, development, execution, and maintenance of acquisition plans, acquisition strategies, and program office acquisition administration functions.

  • Research applicable policies, guidance, regulations, and historical acquisition information to support Contracting Officer decisions.

  • Coordinate with Government leadership, staff, technical personnel, program offices, and other stakeholders to conduct analyses and develop recommended courses of action.

  • Assist with the preparation and performance of cost-benefit analyses supporting acquisition and business decisions.

  • Analyze and evaluate pricing and cost data and assist in developing price reasonableness recommendations for Contracting Officer review and determination.

  • Assist in establishing appropriate parameters, controls, and administrative processes to ensure contracts are executed in accordance with applicable terms and conditions.

  • Assist with monitoring contractor performance and identifying and resolving contract administration matters involving changes, claims, payments, deliverables, and related issues.

  • Prepare and/or draft contract modifications and associated supporting documentation.

  • Support Contracting Officers and Contract Specialists throughout all phases of acquisition involving contract modifications, change orders, supplemental agreements, and delivery orders.

  • Prepare and support justification and approval documentation when required.

  • Maintain accurate, complete, and organized acquisition and contract documentation in accordance with applicable Government requirements.

Requirements

Candidates must possess:

  • Bachelor's degree in any field and at least twenty-four [24] semester hours in any combination of: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management.

  • A minimum of three (3) recent years of relevant Federal contracting experience within the last five (5) years.

  • Demonstrated experience conducting comprehensive Federal contract acquisition support services.

  • Documented experience supporting both pre-award and post-award acquisition processes and activities.

  • Working knowledge of the Federal Acquisition Regulation (FAR).

  • Working knowledge of the Veterans Affairs Acquisition Regulation (VAAR).

  • Knowledge of other applicable Federal acquisition regulations, policies, procedures, and directives.
