Full job description

Summary

This position is located in the Office of Press and Public Diplomacy (PPD) within the Bureau of South and Central Asian Affairs (SCA) in the Department of State (DOS). SCA/PPD provides policy direction and operating guidance to officials in Washington and at SCA posts and oversees strategic planning, budgeting, and monitoring and evaluation of public diplomacy operations in the region.

Duties

  • Serves as a Budget Analyst and senior advisor with responsibility for managing the Department's strategic planning and budget formulation processes for SCA/PPD foreign assistance and public diplomacy resources, with a particular focus on Afghanistan.
  • Evaluates posts' and domestic offices' foreign assistance and public diplomacy programs and budget requests that include long-term planning and programming; produces and submits strategic planning, budget formulation, and budget execution documents.
  • Serves as a liaison and problem solver for all foreign assistance and public diplomacy-related resource requirements between and across SCA and the Department.
  • Provides management and oversight of resource distribution to fully support and advance significant foreign affairs operations , programs, and policies of the SCA Front Office, Department of State, and U.S. foreign policy objectives and goals.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience carrying out the entire range of responsibilities associated with financial administration and the full budget cycle, including analysis, planning, budgeting, accounting, justification, presentation, and reporting. Experience providing authoritative budget analysis, advice, and technical assistance for public diplomacy or foreign assistance-funded programs to managers and resource administrators. Experience developing proposed budgetary policy and procedural guidance (e.g., format for strategic planning exercises and budget estimates). There is no substitute of education for specialized experience for the GS-14 position.
