Full job description
San Bernardino County Land Use Services is seeking a highly motivated, detail-oriented, and adaptable Planning Analyst Trainee* to join our team. The successful candidate will support the Current Planning Team within the Planning Division, performing a broad range of complex operational, research, analytical, technical, and administrative functions in support of development review and departmental activities. This position will serve as a flexible resource within Current Planning, assisting with project research and analysis, public hearing and docket preparation, public noticing, workload and process tracking, special assignments, and other division priorities as operational needs arise.
Key responsibilities may include:
Research and Analysis:• Collect, analyze, and interpret information related to land use, zoning, development standards, entitlement applications, environmental review, and other Current Planning matters.
- Conduct research regarding zoning regulations, General Plan and Specific Plan policies, development standards, permit history, land use entitlements, and applicable local and State regulations.
- Assist planners and management with research and analysis associated with development applications, zoning inquiries, project conditions, environmental documentation, and other Current Planning assignments.
Division Support and Reporting:• Assist with the docketing and scheduling of projects for Zoning Administrator and Planning Commission hearings, including tracking deadlines, coordinating agenda items, assembling hearing materials, and ensuring required documentation is complete and submitted in accordance with established schedules.
- Provide analytical, technical, and project support across Current Planning work units based on divisional workload and operational priorities.
- Assist with special projects, process improvements, research assignments, and other Current Planning functions as assigned.

CONDITIONS OF EMPLOYMENT Pre-Employment Process: Prior to appointment, applicants must undergo a background check, which includes fingerprinting and a medical exam. Candidates must be able to present their legal right to work in the United States. Promotion: Incumbents in the class of Staff Analyst II Trainee are eligible for promotion to Staff Analyst II upon meeting minimum qualifications and receipt of a satisfactory work progress report. Incumbents must be promoted within 24 months or be terminated.
Applicants must meet the Education requirement AND the one (1) of the Experience options to qualify.
EDUCATION REQUIREMENT
A completed/awarded Bachelor's degree from an accredited college or university in public/business administration, urban planning, geography, environmental studies, or other relevant field of study.

EXPERIENCE OPTIONS EXPERIENCE OPTION 1:One (1) year of professional level experience performing research, data analysis, report writing, or administrative support in a public agency, planning, environmental, community development, or related setting.
EXPERIENCE OPTION 2:One (1) year of professional level experience in urban planning, analytical duties, special projects coordination, data/statistical analysis and reporting, and/or organizational/staffing analysis or related experience.

The ideal candidate will possess:• Professional experience in the planning field, including experience as a Research Assistant, Planning Secretary, Planning Technician, Planner, Analyst, or similar position within a municipal Community Development or Planning Department or a private planning consulting firm.
- Strong research, analytical, and problem-solving skills.
- Excellent written and verbal communication skills.
- Ability to manage multiple assignments and priorities simultaneously while meeting established deadlines.
- Strong interpersonal skills and the ability to work effectively and collaboratively with diverse groups, colleagues, applicants, and members of the public.
