Position Summary

Under general direction, the Governance & Process Improvement Consultant I provides professional consulting support across governance, portfolio management, organizational change management, process improvement, and strategic initiatives while leading Information Technology (IT) projects with limited direction. Partners with business and ITS leaders to analyze needs, design solutions, and implement governance and process improvements that strengthen organizational capability. Relies on experience and judgment to plan and accomplish goals. Leads AI-enabled process improvement initiatives and advises business partners on practical AI opportunities. Participates as a contributor in related projects or initiatives outside of their direct area of responsibility.

Education

  • Required - Associate's Degree in Business, Information Technology, Communications, or a related field; plus five (5) years of experience as indicated below. or

  • Required - Bachelor's Degree in Business, Information Technology, Communications, or a related field; plus three (3) years of experience as indicated below. or

  • Required - Master's Degree in Business, Information Technology, Communications, or a related field; plus one (1) years of experience as indicated below. or

  • Required - High School Diploma or General Education Diploma (GED) with demonstrated eight (8) years of related experience and relevant certifications may be considered.

Minimum Requirements

  • Required - Minimum of 5 years of related work experience in governance, portfolio management, organizational change management, process improvement, or consulting, commensurate with the education level indicated above; including demonstrated experience leading projects or initiatives; plus the Associate's Degree as indicated above. or

  • Required - Minimum of 3 years of related work experience in governance, portfolio management, organizational change management, process improvement, or consulting, commensurate with the education level indicated above; including demonstrated experience leading projects or initiatives; plus the Bachelor's Degree as indicated above. or

  • Required - Minimum of 1 year of related work experience in governance, portfolio management, organizational change management, process improvement, or consulting, commensurate with the education level indicated above; including demonstrated experience leading projects or initiatives; plus the Master's Degree as indicated above. or

  • Required - Strong non-degree candidates with a minimum of eight (8) years of relevant certifications and/or significant demonstrated experience may be considered.

Licenses, Certifications and/or Testing

  • Required - Pre-employment Background Check & Drug Screen Upon Hire

  • Preferred - Professional Certification in a relevant discipline (PMP, Prosci Change Management Practitioner - CMMP, Lean Six Sigma, Information Technology Infrastructure Library - ITIL). Upon Hire

Knowledge, Skills and Abilities

  • Demonstrated proficiency in organizational change management strategies and methodologies, with experience leading change initiatives from planning through adoption. (Intermediate proficiency)

  • Knowledge of governance frameworks, portfolio management practices, and process improvement methodologies (e.g., Lean, Six Sigma, continuous improvement). (Intermediate proficiency)

  • Proven ability to lead projects and cross-functional initiatives with limited direction, within budget and specified timeframes.

  • Ability to lead AI-enabled process improvement initiatives and advise business partners on practical AI opportunities and responsible use. (Intermediate proficiency)

  • Proven problem-solving skills from problem assessment to solution selection; ability to identify alternatives and make contingency plans.

  • Capable of influencing others to achieve common goals and building collaborative business relationships across all levels of the organization.

  • Effective time-management skills and ability to work with minimum supervision in a fast-paced environment with competing priorities.

  • Ability to focus on business solutions and results first before technology.

  • Efficient written and verbal communication skills, in English, to assist internal and external customers, co-workers and management professionally, regardless of provocation.

  • Proficiency with personal computers, tablets, and/or other electronic devices to include familiarity with, but not limited to, Microsoft Office Suite (Excel, Outlook, Word) and enterprise wide software (e.g., SAP). (Advanced proficiency)

  • Ability to learn new or upgraded computer software as required.

Essential Functions

  • Provide professional consulting support to business and ITS partners across governance, portfolio management, organizational change management, documentation governance, and process improvement.

  • Lead projects and cross-functional initiatives with limited direction, from scoping and planning through execution, adoption, and benefits measurement.

  • Advise Document Owners and business partners on the application of the District's governance frameworks, policies, and standards.

  • Design and lead organizational change management strategies for moderate-to-complex initiatives, including stakeholder analysis, communication plans, training approaches, and adoption measurement.

  • Support portfolio management activities, including intake analysis, prioritization facilitation, capacity considerations, and portfolio reporting.

  • Lead AI-enabled process improvement initiatives and advise business partners on practical AI opportunities, in accordance with District policy.

  • Develop business cases, current-state/future-state analyses, and recommendations for leadership decision-making.

  • Mentor Specialists and Trainees in governance and process improvement competencies.

  • Act within the spirit of District and Department values.

  • Fulfill responsibilities common to all Supervisory, Professional, and Administrative positions as stated.
