Duties Description The New York State Education Department's (NYSED) Office of Information Technology Services (ITS) is seeking applicants for the position of Information Technology Specialist 3 (Programming). Reporting to the Information Technology Specialist 4, the incumbent of this position will supervise a team of ITS 2 RSA’s (Regional Support Administrators) to support the Office of Special Education and ACCES (OSEA) program area. Duties of the position include but are not limited to the following:• Provide technical leadership and oversight to the RSAs supporting the OSEA program area;• Travel to OSEA district and satellite office throughout the state to provide technical support and guidance on office technology;• Write scripts to automate MECM process’ for OSEA;• Develop PowerShell automation scripts to automate OSEA inventory lists;• Review current MECM powershell scripts for transition to Intune;• Develop and deploy software deployment programs and policies using Microsoft Endpoint Configuration Manager (MECM), ensuring consistent and secure application management across the organization; • Keep training materials, documentation, and knowledge base current for Regional Support Administrator (RSA) usage; • Research, implement, and test various technology solutions, maintaining expertise with emerging technologies and trends in the Information Technology industry; • Respond to Help Desk trouble calls for computer-related problems via phone, remote control, or visit to customer’s desk in person;• Create work orders via the Jira ticketing system and provide updated inventory data;• Deliver new equipment and collect old equipment to be reassigned or recycled;• Perform the unpacking, configuration/setup, and delivery/deployment of new computer equipment, and coordinate with office staff receiving new computers;• Install and configure software and other upgrades according to NYSED standards from NYSED servers and supplied images;• Troubleshoot PC, laptop, printer, and other hardware (scanner, external drive, etc.) problems;• Analyze office computer needs and make recommendations to NYSED managers on how to deploy or redeploy equipment in the most efficient manner; and• Evaluate new PC related hardware and software and maintain knowledge to be able to set it up and explain to users at a high level how to use it.
Minimum Qualifications NY HELPS This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.NON-COMPETITIVE MINIMUM QUALIFICATIONS: To be considered for appointment through NY HELPS candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:• Five years of professional experience in computer programming which must have involved the planning, configuration, testing, implementation, and/or management of the systems environment that supports the organization's information technology architecture and business needs.Substitution: A bachelor's degree in any field including or supplemented by 15 semester credit hours in computer science with at least 9 semester credit hours in programming languages and two years of experience in computer programming; or a bachelor's or higher level degree in any field and three years of experience in computer programming; or an associate degree with 15 semester credit hours in programming languages and four years of experience in computer programming.PROMOTION: One year of permanent service as an Information Technology Specialist 2 (Programming).COMPETITIVE MINIMUM QUALIFICATIONS:Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Information Technology Specialist 3 (Programming).Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.Section 70.4 Transfer to Information Technology Specialist 3 (Programming): Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law to this title if they are a current NYS employee with one year of permanent competitive or 55b/c service in a title SG-21 or higher AND have standing on the eligible list for this title.Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated SG-21 or higher eligible to transfer under Section 52.6 of the Civil Service Law. Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent, competitive or non-competitive appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and are subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of education and experience will be required at the time of interview for all candidates. This position allows for the opportunity to telecommute up to 50% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office. This position will require 40% in-state travel. This position requires occasional off-shift night and weekend work. Federal law may impose additional requirements or restrictions regarding positions that receive federal funding. This position leads to a maximum salary of $109,650 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position.
