ATTORNEY-ADVISOR (GENERAL)

Summary

The primary purpose of this position is to serve as the Department of Defense Cyber Crime Center (DC3), Senior Judge Advocate (JA) providing expert legal guidance, direction, primary authority, and experiencedsupervision of personnel to support DC3 operations. Provides attorney-advisory guidance to the DC3 Executive Director and DC3 workforce composed of government military, civilian, and contractors across a widerange of disciplines.

Duties

Senior Cyber Legal Advisor providing advice, counsel and advocacy in support of the DC3 mission regarding cyber law. Operates independently, with a wide degree of latitude for the exercise of professional judgment and initiative advising on relevant cyber law areas to include the following: Use of cyber forensics and forensics-enabled analytics to enhance DC3 support of customer missions in the areas of military operations, law enforcement, intelligence and cybersecurity; Defense Industrial Base cybersecurity activities; DoW cyber vulnerability management; and, establishment and sustainment of authoritative data repositories for cyber information sharing among supported DoW and federal agencies. Senior Criminal Litigation Support Attorney reviewing requests and supporting legal bases for forensic digital evidence analysis by DC3 Cyber Forensics Laboratory. Prepares detailed responses to complex pretrial discovery requests utilizing law and procedures for both military and civilian criminal court proceedings; prepares expert witnesses for testimony in adversarial judicial proceedings; and advises prosecutors and investigators with regard to digital evidence issues during investigations, undercover operations, at trial and in appellate proceedings. Senior Judge Advocate providing advisement of policies and practices, and legal reviews on Ethics, Intelligence Oversight and Acquisition, Intellectual Property and Federal Appropriations. Serves as the Ethics Attorney for DC3 on behalf of the Designated Agency Ethics Official (DAEO); provides ethics advisory opinions on entire range of ethics-related matters; conducts and monitors the accuracy and quality of training provided to the agency; ensures compliance with financial disclosure and training requirements for entire agency; and ensures agency compliance with any ethics program reporting requirements. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives. Qualifications

GENERAL REQUIREMENTS: You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD). In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as it shows that you are in "active" status. Specialized Experience: In addition to the basic requirement, you must have professional legal experience in excess of three (3) years that commensurate with the position's duties and responsibilities. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of national and international laws, regulations, policies, and ethics related to cybersecurity to provide legal analysis and decisions to oversight and compliance personnel. Knowledge of a wide range of legal concepts, principles, practices, statutory and case law, and regulatory and administrative decisions in highly specialized and complex legal fields. Knowledge of ethics laws and regulations (including OGE, DoW, and Air Force) and the ability to apply them to complex, novel, and time sensitive law enforcement and counterintelligence situations. Knowledge of federal criminal law, the Uniform Code of Military Justice (UCMJ), information technology law, and administrative law, including DoW, Air Force, and DC3 operating procedures. Skill in conducting legal research and the ability to write clear, concise, and comprehensive legal briefs, memoranda, and instructional materials from a variety of sources. Ability to instruct, educate, and present briefings, lectures, and legal arguments to top-level audiences in administrative, judicial, and quasi-judicial proceedings. Ability to supervise, mentor, and guide others toward goal accomplishment while collaborating with internal and external attorneys on complex legal issues. Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Conditions of Employment Continued: The attorney must be a graduate if an accredited law school and be admitted to the practice of law before the highest court of a state, territory, possession, or commonwealth of the United States and must maintain an active law license in at least one of the identified jurisdictions. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

Education

Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force. How You Will Be Evaluated
