Full job description

Summary

The position is in the United States Department of Agriculture (USDA), Rural Development (RD), Innovation Center (IC), Data Analytics Division and reports to the Chief Innovation Officer. This position serves as the Director of the Data Analytics Division. The incumbent formulates, shapes, and influences key policies relevant to data structure, data use, and data governance.

Duties

  • Performs a full range of supervisory functions such planning, organizing, and assigning work, developing performance standards, and providing guidance and direction to staff.
  • Identifies and resolves major cross-cutting strategic questions by employing current or new innovative data science tools such as machine learning, neural networks, and other forms of artificial intelligence.
  • Directs teams in the alignment of data assets, including unstructured, semi-structured, and structured data, with RD strategies and program priorities to facilitate day-to-day data use by business and operational leaders across RD.
  • Develops and maintains controls on data quality, interoperability and sources to effectively manage agency risk associated with the RD’s use of data and analytics.
  • Coordinates the annual budget in conjunction with the Chief Innovation Officer.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in Grade: Current federal employees applying for a promotion opportunity must meet the time in grade requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. For the GS-15 level: Applicants must have one (1) year of specialized experience equivalent to at least the GS-14 or its non-federal equivalent that demonstrates: Experience performing a full range of supervisory functions such planning, organizing, and assigning work, developing performance standards, and providing guidance and direction to staff relating to both work as well as administrative matters; identifies methods to improve production and promote team building; provides leadership in Equal Employment Opportunity (EEO) program administration; employs current or new innovative data science tools such as machine learning, neural networks, and other forms of artificial intelligence; manages the intake process of analytic projects, measures value and prioritizes projects; oversees the planning, review, and implementation of data tools across the agency; standardizes the use and governance of data in support of the agency's overall administrative strategy; serves as source of advice on key data governance, data and statistics operations; communicates through verbal and written presentations utilizing Tableau dashboards, PowerPoint presentations, Excel spreadsheets or white papers; and develops and maintains controls on data quality, interoperability and sources to effectively manage agency risk. Qualifications are based upon meeting specialized experience only. Education cannot be used to qualify for this position.
