Full job description

Company Energy Dome provides power and capacity at utility scale. Our CO2 Battery, the core of our technology platform, is a proven long-duration energy storage solution, already operating and contracted across three continents. Right now, we're scaling fast across engineering, project delivery, operations, commercial, and public affairs teams globally. Energy Dome is an infrastructure company — our projects get built, our plants get commissioned, and the power we deliver is measured in gigawatt-hours, not press releases. If you want to work on energy systems that matter — and will run for decades — this is the place to build the next chapter of your career.

About the Role As we scale across the United States and internationally, we are building an ambitious public affairs platform that connects our commercial growth with policymakers, regulators, utilities, electricity-market institutions, business leaders, investors, and other influential stakeholders. We are looking for a Public Affairs and Energy Markets professional to help build the relationships, policy strategies, market positions, and institutional support our rapid growth requires. This role combines external relationship development and policy execution with substantive analysis of wholesale electricity markets and energy regulation. It is broader than a traditional government-affairs role and more externally oriented than a stand-alone market-analysis role. You will work closely with the Vice President of Public Affairs and collaborate across commercial, project development, finance, engineering, communications, and leadership teams. The role spans Washington DC, priority U.S. states, and selected international markets.

The position may be filled at the Associate or Senior Associate level, with title, responsibilities, and compensation calibrated to the candidate's experience and demonstrated ability to lead work independently. Ultimately, this person will help turn Energy Dome's public affairs strategy into an operating platform — identifying the right stakeholders, interpreting market rules, opening doors, developing sound policy positions, building coalitions, supporting senior-level engagement, and driving follow-through to accelerate our commercial growth, American manufacturing strategy, and deployment of major energy infrastructure projects.

Responsibilities

  • Build and drive the stakeholder network across government and industry. Map and develop relationships with elected officials, congressional offices, the Administration, federal agencies, FERC and ISO/RTO leaders, governors and senior staff, state legislators, public utility commissions, state energy and economic-development offices, utilities, customers, business organizations, and policy experts who can advance Energy Dome's commercial and policy objectives.
  • Engage in wholesale markets and analyze policy and market design. Support participation in ISO/RTO stakeholder processes, working groups, committees, task forces, and FERC proceedings; assess legislation, rulemakings, and market reforms affecting long-duration storage — including resource adequacy, capacity markets, generator interconnection, transmission planning and cost allocation, ancillary services, reliability requirements, price formation, and market performance — and help develop company positions and advocacy strategies.
  • Translate analysis into business recommendations and commercial strategy. Explain how regulatory and market developments affect project economics, revenue opportunities, asset competitiveness, siting, permitting, and investment decisions; work with commercial and project teams on priority customers, markets, and projects; conduct policy and market due diligence; and develop external-engagement strategies that strengthen opportunities.
  • Advance federal and state support and build coalitions. Develop strategies involving grants, loans, tax incentives, appropriations, manufacturing programs, permitting reforms, and other public-sector tools; and convene utilities, regulators, customers, trade associations, advocacy organizations, consultants, labor and workforce partners, community leaders, and industry stakeholders around shared policy, market, and project objectives.
  • Prepare leaders, represent Energy Dome externally, and drive follow-through. Develop executive-ready briefings, regulatory summaries, stakeholder profiles, policy memos, presentations, talking points, and meeting objectives; support or lead participation in government meetings, regulatory forums, industry conferences, trade associations, state visits, project announcements, and roundtables; and ensure commitments and next steps are executed quickly.
  • Build institutional knowledge and support international engagement. Maintain disciplined systems for contacts, meetings, proceedings, intelligence, commitments, follow-up items, and relationship history while tracking political, regulatory, market, and commercial developments; and assist with relationships involving foreign governments, embassies, international business organizations, customers, and strategic stakeholders in priority markets.

Level and Growth

  • Associate. Executes research, regulatory and market monitoring, stakeholder mapping, briefing materials, meeting preparation, outreach, and follow-up, with close collaboration and growing ownership of defined workstreams.
  • Senior Associate. Independently manages priority relationships and proceedings, develops policy and market recommendations, drafts high-stakes materials, and coordinates coalitions and external engagements.
  • Advancement. The role is designed to provide a path to Manager on an accelerated timeline for someone who consistently delivers strong results, takes ownership of major workstreams, and demonstrates the judgment and market fluency to represent Energy Dome with senior stakeholders.

Qualifications

  • 2-4 years of relevant professional experience. Senior Associate candidates will typically bring deeper energy-market or regulatory expertise, a record of independent ownership, and the judgment to represent the company with senior stakeholders.
  • A bachelor's degree in public policy, political science, economics, engineering, energy management, or a related field is preferred.
  • Relevant backgrounds may include: Capitol Hill — particularly a Member of Congress, committee, or leadership office with responsibility for energy, infrastructure, appropriations, manufacturing, or economic policy;, FERC, an ISO or RTO, a public utility commission, state energy office, governor's office, state legislature, or other public-sector energy organization; Regulatory affairs, market policy, power-market analysis, public affairs, or consulting work serving energy, utility, infrastructure, or technology clients; Commercial, business-development, market-development, or external-affairs work in energy, utilities, infrastructure, or technology; or a utility, independent power producer, trade association, think tank, or advocacy organization working on electricity markets, grid modernization, permitting, manufacturing, or economic policy.
  • We are open to candidates who bring either substantive market and regulatory expertise or exceptional public-affairs, relationship-development, and execution skills — together with the curiosity and discipline to build strength in the other area.

Required Skills

  • Strong relationship instincts paired with rigorous policy, regulatory, and market analysis.
  • Fluency moving between politics, regulation, electricity markets, technology, and business.
  • Ability to build trust with senior government, utility, corporate, and community leaders and to exercise excellent judgment.
  • Ability to translate complex technical, regulatory, and market information into clear business implications and executive-ready materials.
  • Comfort initiating outreach, securing meetings, and finding creative paths into important organizations.
  • Ability to lead bipartisan and multi-stakeholder work while navigating competing interests constructively.
  • Ability to manage many relationships and workstreams without losing details or momentum.
  • Ownership, consistent follow-through, and adaptability in an entrepreneurial environment.
  • Willingness to travel regularly in the United States and periodically internationally.

Preferred Skills

  • Direct experience with one or more U.S. wholesale electricity markets or FERC processes (particularly valuable for Senior Associate candidates).
  • Deeper energy-market or regulatory expertise, especially for candidates targeting the Senior Associate level.
  • A track record of independently owning priority relationships, proceedings, and high-stakes deliverables.

Pay range and compensation package

  • The anticipated base salary range for this position is dependent on experience, qualifications, and industry background.
  • Annual performance bonus.
  • Participation in Energy Dome's Stock Option Plan.
  • Medical, dental, and vision insurance.
  • 401(k) retirement plan with company match.
  • Generous PTO and company holidays.
  • Life and disability insurance.
  • Employee Assistance Program (EAP).
  • Professional development opportunities.
