About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located in the Forces Directorate at National Ground Intelligence Center in Charlottesville, Virginia

Duties

• Develop NGIC's collection specifications for national collection assets for input into IC planning.
• Under the guidance and oversight of the Forces Director, work with the Middle East/Africa/Latin America Division Chief and Senior Intelligence Analysts (SIA) to plan production, ensure its focus on priority issues, identify gaps and plan collection.
• The SIO develops policy guidance at all levels of interactions and forms the basis of authoritative intelligence assessments or agency positions.
• Use expert knowledge of the evolving threat environment, define the critical intelligence issues that the Division and Directorate must address to provide war-fighters, combat developers, and policy makers with the decision advantage they require.
• Use expert GMI and analytical judgment to design, develop, apply and/or validate innovative methodologies for solving the most difficult intelligence problems.
• Responsible for the effective implementation of DNI directives that concern the quality of analytical products and the application of analytical integrity standards.
• Serve as the NGIC representative on national level committees which provide recommendations to IC decision makers on solutions to critical and/or long range collection management issues.
• Provide expert technical advice to the Commander, Director, Chief Analyst, Chief Scientist and others on complex, rapidly changing mission areas.

You will be evaluated on the basis of your level of competency in the following areas: Attention to Detail Customer Service Decision Making Flexibility Influencing/Negotiating Integrity/Honesty Interpersonal Skills Learning Reasoning Self-Management Stress Tolerance Teamwork Specialized Experience is defined as 1. experience planning and executing intelligence analysis on foreign state and/or non-state ground forces, systems, and/or operating environments; 2. planning and implementing principles, concepts, and methodologies to develop major program initiatives, drive intelligence collections, and/or applying analytical tradecraft; and 3. delivering analytic findings, in both verbal and written form, to a range of audiences of varied size and seniority within the Defense Intelligence Enterprise. Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.

This position requires a 2 year trial period during which the agency evaluates your fitness and whether your continued employment advances the public interest. All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management. Must be able to obtain and maintain a Top Secret security clearance. This is a Security and Intelligence Career Field position. Multiple positions may be filled from this announcement. Salary includes applicable Target Local Market Supplement of 17.06%. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. Relocation, Retention, and Recruitment Incentives are not authorized. In accordance with DoDM 8140.03 and supplemental Army guidance, the employee must obtain and maintain the following requirements for each Cyber work role (except Data, AI, and/or Software Engineering) at the assigned proficiency level: 1)Foundational qualification requirements within 9 months, 2) Resident qualification requirements within 12 months, 3) 20 hours of Continuous Professional Development (CPD) per work role code (which can overlap). This is a drug testing designated position (TDP) under the Department of the Army Drug-Free Federal Workplace Program inaccordance with AR 600-85.
