IT PROGRAM MANAGER (POLICY AND PLANNING)

Summary

You will serve as a IT PROGRAM MANAGER (POLICY & PLANNING) in the Code 109, Information Technology & Cyber Security (ITACS) office of PEARL HARBOR NSY AND IMF.

Duties

• You will develop and monitor short and long-range plans based on prioritized mission needs, mandates and anticipated changes of the organization.
• You will assess program effectiveness and address various conditions, problems, or issues and review strategic plans to ensure IT programs are integrated with the organization’s strategic goals.
• You will implement solutions to improve the effectiveness of the organization’s mission programs, applications, systems, and business processes.
• You will apply advanced IT Program Management techniques to existing and anticipated IT Software and system configuration, system security design, hardware and software features and constraints.
• You will research, formulate, develop and recommend IT policies and procedures to improve assigned program.
• You will apply cybersecurity concepts that enable the incumbent to ensure their Programs can be operated securely (i.e., Cybersecurity Triad – confidentiality, integrity, availability).
• You will manage short and long range schedules, budgets and plans to ensure the program is delivered on time, in scope and within budget.
• You will analyze user requirements, system documentation, and operational conditions to determine if the system meets business and mission needs and is operating as intended.
• You will produce and present high-level briefings, papers and oral updates designed to inform, collaborate and garner key decisions from senior management to support overall execution and implementation.
• You will consult with senior technical, analytic, and business experts and decision makers in order to determine opportunities, risks and best alternatives to implement program objectives.

Qualifications

You have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: "Plans and conducts in-depth analyses and studies of IT program objectives to determine existing as well as new IT solutions and systems are adequate and properly applied to achieve program objectives." 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: "Act as the representative and liaison, for assigned Programs, with outside agencies (including the respective Authorization Authorities) for audits, inspections, evaluations, assessments, etc." 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: "Advises on pertinent IT financial management policy, and how to impose parameters on the project planning decision making process" 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: "Plans and conducts in-depth analyses and studies of IT program objectives to determine existing as well as new IT solutions and systems are adequate and properly applied to achieve program objectives." In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector managing enterprise IT programs and projects aligned to mission priorities; developing strategic and long-range plans, budgets, schedules, and resource requirements for IT initiatives; applying program management principles to risk, quality, cost, and performance management; advising leadership on IT solutions, policy, and planning issues; coordinating RMF-related activities to support the authorization and operation of IT systems; and leading collaboration with stakeholders, mission partners, and senior officials to execute complex IT program objectives.
