Who we are: The Department of Labor & Industries (L&I’s) Financial Management Division is comprised of five units that all contribute to maintaining the financial integrity of the agency. Our work is directly tied to L&I’s goals and the agency mission To Keep Washington Safe and Working.
Within L&I’s Financial Services Program, our Fiscal Analysts support several specialized fiscal functions: Cashiering, Warrant Handling, Capital Asset Management, Accounts Payable, Revenue, Electronic Benefit Payments, and Accounts Receivable.
We are looking for someone who:
- Can focus beyond the program unit to understand the big picture of accounting at L&I

- Can provide holistic leadership to their team
- Can communicate clearly and fosters relationships based on mutual respect
- Has an understanding of OneWA and Workday
- Has experience in accruals and encumbrances
Some of what you’ll do:
- Ensure the section operates effectively and accomplishes tasks accurately and timely to meet unit requirements and customer expectations.
- Perform regular reviews and monitors the process to ensure invoices and reimbursement requests are processed timely and in compliance with L&I policies and state requirements.
- Ensure proper account and transaction codes are used to comply with agency fiscal policies, Government Accepted Accounting Principles (GAAP) and Office of Financial Management (OFM) requirements.
- Administer the Purchasing Card Program and the Travel Expense Management System (TEMS).
- Ensure compliance with Federal Internal Revenue Service (IRS) 1099 requirements and issue IRS form 1099 to agency vendors timely.
- Review agency policies for compliance. Identify and advise management of needed changes to improve internal control policies and procedures.
- Provide technical guidance and training to staff.
- Establish standard work and provide staff with clear performance expectations.

Required:
High school diploma or GED AND:
- Seven (7) years of fiscal or related experience
OR
- A combination of three (3) years of fiscal or related experience AND a Bachelor’s degree
OR
- A combination of five (5) years of fiscal or related experience AND an Associate’s degree
OR
- Any combination of fiscal or related experience plus college experience that adds up to a total of seven (7) years.
AND
- The ability to take action to learn and grow.
- The ability to take action to meet the needs of others.
Desired:

Knowledge of Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB).

Experience in training, coaching, mentoring, and providing feedback to staff in a lead position or supervisory role.

For this position, telework is dependent upon business needs and supervisor approval. The assigned duty station for this position is Tumwater, Washington.
For positions where in-office work is necessary, the frequency of telework will be discussed with the supervisor of the position at the time of offer.
