Summary You will serve as a Supervisory Grants Management Specialist in the Agreement Services Center, providing leadership and guidance to the staff and technical expertise to the Agreements Services Branch Chief and APHIS Programs. Responsibilities The duties may include, but are not limited to: Serve as liaison between the Government and awardee organization to clarify, interpret, and resolve issues. Provides and/or oversees training, technical assistance, oversight, ethics advice, expertise, and consultation to program officials, awardees, customers, review panels, applicants, recipients, and sub-recipients as needed. Design, develop, implement, and interpret grant/assistance management policies, procedures, and practices. Monitor and assess awardee performance and compliance with all terms and conditions of award and against established performance measures. Initiate, plan, and conduct surveys and studies to recommend changes to policies, procedures, and regulations. Conduct risk assessments and business reviews, and review and evaluate adequacy of grant/assistance policies and procedures. Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Expert-level mastery of Federal financial assistance laws, regulations, and authorities. Including 2 CFR, Appropriations Law, and statutory requirements governing cooperative agreements, grants, reimbursable agreements, and related financial instruments. Technical authority in developing, interpreting, and implementing financial assistance policy, including creation of agency-wide guidelines, operational procedures, overhead rate methodologies, and compliance frameworks for Federal financial assistance. Specialized proficiency in negotiating, administering, and evaluating complex agreements (cooperative agreements, MOUs, reimbursable agreements, mutual interest agreements), including full-cost recovery, statutory compliance, renewal/amendment processes, and multi-entity coordination (States, universities, industry, Federal partners). High-level liaison and advisory skill with Departmental level entities, requiring the ability to analyze issues, interpret and resolve policy conflicts, and represent APHIS in technical matters. Oversees daily team operations by assigning tasks, setting schedules, and monitoring workflows, while providing clear guidance and reviewing work to ensure accuracy, timeliness, and adherence to organizational standards. Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education This position does not have an education qualification requirement. CTAP/ICTAP candidates must be rated and determined to be well qualified (or above) based on an evaluation of the competencies listed in the How You Will Be Evaluated section. When assessed through a score-based category rating method, CTAP/ICTAP applicants must receive a rating of at least 85 out of a possible 100. Travel, transportation, and relocation expenses may be paid. Locality pay will vary based upon the selectee's duty location. A final salary determination will be made upon selection.
