The Michigan Department of Treasury seeks a highly skilled and motivated professional to join our Individual Income Tax (IIT) team. In this Departmental Analyst role, you will independently research, analyze, and resolve the most complex and nuanced tax issues related to Michigan’s individual income tax. Your expertise will support the fair, consistent, and accurate application of Michigan tax statutes and administrative guidance. This position serves as a technical expert and thought partner within Treasury. Key responsibilities include developing formal position statements on IIT matters, providing specialized guidance to internal staff, and interpreting the impact of existing laws, policies, and procedures for both leadership and frontline personnel. You will analyze new and emerging legislation, help craft forms and instructions, and support the e-file/software environment through subject-matter expertise and developer assistance. A significant portion of your work will involve preparing and delivering responses to highly technical inquiries from taxpayers and tax professionals. You will represent Treasury before the Hearings Division, prepare and defend complex IIT issues, and may provide technical assistance or testimony in small claims proceedings and to Attorney General staff. Additionally, you will contribute to the development of training materials and help deliver training to both internal and external stakeholders, ensuring Michigan taxpayers and Treasury personnel alike receive clear, accurate, and informed guidance.

Education for Departmental Analyst 9-12 Possession of a bachelor's degree in any major.

Experience for Departmental Analyst 9-12 Note: A position is considered professional if the job requires a bachelor's degree. Qualifying ‘professional experience’ is only taken into consideration post-bachelor’s degree. Departmental Analyst 9 No specific type or amount is required.

Departmental Analyst 10 One year of professional experience.

Departmental Analyst P11 Two years of professional experience, including one year of experience equivalent to the intermediate (10) level in state service.

Departmental Analyst 12 Three years of professional experience, including one year of experience equivalent to the experienced (P11) level in state service.FOR CLASSIFIED STATE OF MICHIGAN EMPLOYEES ONLY - Departmental Analyst (Departmental Trainee) 9

Education Educational level typically acquired through completion of high school.

Experience Four years of experience as an advanced 9-level worker in an ECP Group One classification. OR Three years of experience as an E9, E10, or E11-level worker in an ECP Group One classification. OR Two years of experience as an experienced level worker in an ECP Group One technician or paraprofessional classification. Or Two years of experience as a first-line supervisor in an ECP Group Three classification. OR One year of experience as a second-line supervisor in an ECP Group Three classification.

*Paraprofessional classifications are those requiring an associate's degree or two years of college.

Educational Substitution College credits may be substituted on a proportional basis (one year of college education may substitute for one quarter of the required experience) for up to one half of the required experience.

MILITARY EXPERIENCE - Departmental Analyst (Departmental Trainee 9) 9 - 12 Educational level typically acquired through completion of high school and the equivalent of at least two years of full-time active-duty experience at or above the E-6 level in the uniformed services may be substituted for the education requirement. For those applicants with military service, please provide your DD214 or other official military documentation that may help identify transferable skills and experience that may qualify in lieu of the required education. Official Transcripts. For our purposes, "official college transcripts" must contain the college/university name and address, the degree conferred, and date granted, coursework completed (especially if no degree granted), the Registrar's signature and/or seal, and MUST be recognized by the Council on Higher Education Accreditation (CHEA). A scanned or electronic copy is acceptable, provided it contains the elements listed above. Review more information regarding official transcripts. Foreign Transcripts. Applicants who possess a degree from a foreign college or university MUST have their academic credentials evaluated or converted into U.S. educational equivalents unless the degree has been recognized the Council on Higher Education Accreditation (CHEA). Civil Service accepts evaluations of foreign credentials from National Association of Credential Evaluation Services (NACES) or the Association of International Credential Evaluators, Inc. (AICE). Failure to provide this evaluation at the time of application may result in you being screened out of the process.

All work must be performed in the state of Michigan. To perform the duties and responsibilities of this position, all work must be performed in Michigan. If you currently reside outside of Michigan, you must commute to Michigan to perform the responsibilities and duties of this position at your assigned official work location.

Hybrid Remote Work. To perform the duties and responsibilities of this position, all work must be performed in Michigan. If you are a State of Michigan resident, this position is eligible to work remotely three days per week (Monday, Thursday, and Friday) and is required to work on-site at the assigned official workstation two days per week (Tuesday and Wednesday). Additionally, the selected candidate must have a secure, safe and appropriate designated workspace that allows privacy and prevents distractions while performing the duties of this position, as well as secure and sufficient internet access of commercial cable or wireless broadband with minimum speeds of 25 Mbps download and 5 Mbps upload. Additional onsite work may be required. Remote work arrangements are subject to management approval and may be adjusted or discontinued at any time. Please note that remote work is not available if you reside outside of the State of Michigan.

E-Verify. The Michigan Department of Treasury participates in E-Verify and will provide the federal government with your form I-9 information to confirm that you are authorized to work in the U.S.

Interviews. Interviews may occur virtually using Microsoft Teams. No prior experience with Teams is necessary. Instructions and tips will be provided to all candidates scheduled for an interview using Microsoft Teams.

Fingerprints. This position has access to Federal Tax Information (FTI) and requires passing of a fingerprint-based background check per IRS Publication 1075.
