Role Overview:

The Deputy Director of Registrations supports and manages the department’s interactions with the System Tracking and Record Support (STARS) platform in coordination with the BMV Information Technology Department (ITD). The incumbent ensures that agency-approved system enhancements and programming updates are propertly tested, validated, and approved prior to implementation. The role provides subject matter expertise for registration processes, supports operational improvements, and collaborates across multiple business units to ensure system functionality aligns with policy and compliance needs. The Deputy Director of Registrations reports to the Director of Registrations Compliance.

Salary:

A Day in the Life:

The essential functions of this role are:

  • Identify gaps between registration processes and system defects and recommend corrective actions.

  • Evaluate and propose improvements to system functionality related to vehicle and watercraft registration transactions.

  • Collaborate with ITD and other departments on system enhancements using agile development practices.

  • Serve as a subject matter expert on policy, compliance, and registration-related transactional workflows across all operating systems.

  • Partner with the registration compliance and operations director(s) to develop and manage system feature changes throughout the development lifecycle.

  • Participate in Registration meetings and other departmental planning sessions.

  • Act as liaison to ITD to communicate, prioritize, and track operating system changes.

  • Review and process registration refund requests in a timely manner.

  • Monitor daily registration order files for successful fulfillment and resolve any identified issues.

  • Analyze operational data to identify trends, inform decisions, and support system improvements.

  • Collaborate with other business units to ensure cross-functional considerations are incorporated into decision-making.

  • Respond to calls, emails, and constituent inquiries.

  • Represent the BMV professionally in all interactions.

This position is exempt from overtime compensation for additional work hours that may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.

What You'll Need for Success:

Preferred qualifications:

  • Experience working with complex transaction processing systems, case‑management platforms, or other operational databases.

  • Background in process analysis, workflow improvement, or identifying system defects and enhancement opportunities.

  • Experience collaborating with technical teams or participating in system development, testing, or user acceptance processes.

Additional qualifications:

  • Ability to analyze information, interpret procedural guidelines, and make informed recommendations.

  • Strong interpersonal skills and ability to maintain effective working relationships across departments.

  • Demonstrated ability to manage multiple tasks or projects simultaneously.

  • Knowledge of organizational operations, policies, or regulatory processes in a service‑driven or government environment.

  • Working knowledge of registration, licensing, compliance, or other regulated customer‑service processes; OR ability to quickly learn detailed procedural requirements.

  • Ability to interpret and apply complex rules, guidelines, or policies.

  • Strong verbal and written communication skills.

  • Proficient computer skills, including the ability to learn and navigate specialized software systems and use Microsoft Office tools, such as Word, Excel, and Outlook.

  • Ability to work well under pressure and manage difficult or high-stakes situations.

  • Demonstrated ability to resolve conflict effectively.

  • Ability to maintain productive working relationships with internal and external stakeholders.

  • Ability to manage multiple projects and coordinate work effectively.

  • Ability to make timely decisions and meet tight deadlines

  • Strong attention to detail.

  • Ability to perform essential functions with or without reasonable accommodation.

A degree is not required. However, at least 7+ years of experience applying the outlined knowledge, skills, and abilities in a similar role may be considered.

Supervisory Responsibilities/Direct Reports:

This role may be utilized in a supervisory capacity based on agency needs.
