ITS Network/Systems Administrator

Position Overview: The ITS Network/Systems Administrator assists in the management of the metropolitan area Ethernet network supporting Traffic Control Signal operations, monitoring, and other services. Job Duties:

• Sets up, configures, and supports internal and external network equipment
• Develops and maintains all systems, applications, security, and network configurations.
• Develops and maintains network-related documentation.
• Troubleshoots network performance issues and creates and maintains a disaster recovery plan.
• Recommends upgrades, patches, and new applications and equipment.
• Provides technical support and guidance to users.
• Monitors network(s) using SolarWinds and/or other products.
• Coordinates activities of field technicians and contractors.
• Attends and conducts meetings, coordinates projects, and interacts professionally with team members, other business units within Harris County, external agencies, private interests, and/or the public.
• Performs additional duties as assigned.

• High School Diploma or equivalent.
• CCNA training and/or certification.

Operational:

• Valid Texas Driver's License and Proof of Insurance.
• Ability to obtain and maintain a Transportation Worker Identification Credential within the first 90 days of employment in the position.

Experience:

• Three (3) years’ experience in network operations, preferably in a distributed network environment.
• Experience with cellular/LTE network systems.

Knowledge, Skills, & Abilities (KSAs)

• Solid understanding of layer-2 networking protocols including TCP-IP, MPLS, MAC, etc.

• Good understanding of layer-3 Ethernet networking concepts including OSPF, VLAN, ARP, static routing, etc.

• Solid understanding of troubleshooting techniques including ICMP, packet capture, traceroute, etc.

• Understanding of cellular/LTE communications technologies.

• Must be proficient in the use of Microsoft Office products on a Windows-based PC.

• Must be highly self-motivated with the ability to successfully multi-task, perform detail-oriented work, demonstrate effective time management skills, and have the ability to establish and maintain effective working relationships with the staff, other county departments, agencies, and the public.

• Must be able to work independently with minimum supervision and contribute effectively to team efforts. Must be able to lead a team as well as participate as a member.

• Ability to use remote access VPN’s safely and securely, carefully observing organizational cybersecurity practices. Working knowledge of single-mode outside plant fiber optic communications.

• Ability to remotely access, monitor, and troubleshoot the Harris County ITS Network and the Port Information Network.

Emergency Deployment & Continuity of Operations Requirement: In accordance with Harris County’s Continuity of Operations Plan (COOP) Policy, this position is subject to emergency response and deployment protocols. The employee may be designated as supporting a Mission Essential Function (MEF) and must:

• Participate in the classification of departmental staff based on MEF responsibilities.
• Be available for temporary deployment to an alternative work location, role, or telework assignment during emergencies.
• Confirm work assignments with their supervisor before reporting to any worksite during such events.
• Remain flexible in assuming alternative duties as directed to support continuity of County operations.

• Able to configure, assemble, and install network edge equipment such as layer-2 switches, LTE modems, antennas, IP cameras, etc.

Position Type and Typical Hours of Work: Full-Time | Regular | 40 hours per week. Subject to early mornings, late evenings, weekends, and holidays at times, depending upon the project or workload. Salary: Commensurate experience, based on 26 pay periods. Physical Demands and Environmental Exposure: Most assignments will be performed in an office, meeting, or operations command center environment, but some field work may be required. May be required to work extended work hours during activation of disaster recovery operations for an unspecified length of time (varies based on the extent of the event). This position requires bending, stooping, and lifting to 25 lbs., frequent walking, standing, sitting, reaching, and ascending/descending stairs.
