The Massachusetts Department of Mental Health (DMH) is seeking a skilled and experienced administrator to serve as the Director of Child, Youth and Family (CYF) Services for the Southeast Area. This experienced leader will be responsible for Area planning, administration, development, oversight and direct management of all DMH services provided in the Area for youth up to age 22 who are authorized for DMH services. They are responsible for all Area CYF Services Staff (including each Areas’ site-based CYF case managers and their supervisors, Service Authorization Specialists, and the DMH Area Child Psychiatrist) as well as all DMH contracted CYF Service Providers and programs in the Area. The Area CYF Director develops Area and statewide policies and procedures and is responsible for the implementation of DMH-Central Office policies and procedures related to CYF Services. The Area CYF Director collaborates closely with other EOHHS state and local child-serving agencies, CBHI providers, County and local government and school representatives on the Area and Regional level to address youth and family needs and systemic barriers or issues. The Area CYF Director solicits input from all stakeholders (i.e. youth, family, providers, and other state agencies) regarding DMH CYF services and is an integral member of the Area Executive Management Team, CYF Statewide Leadership Team and serves on a variety of Area and statewide committees and workgroups. *Please Note:*The work schedule will be (40 hours) 8:30am to 5:00pm Monday through Friday. The days off will be Sunday and Saturday. This position participates in an Administrator On-Call Rotation. Duties and Responsibilities (these duties are a general summary and not all inclusive): * Direct and exercise an efficient system of control through the development and implementation of CYF agency policy, program development and evaluation and service provision goals; design and implement policy, program development, evaluation and service provision and accountability processes; ensure that agency policy, program goals, priorities, objectives and strategies are established, communication and work plans are developed and efficiently and effectively implemented; develop and implement service provision standards and outcome measures; ensure collaborative problem solving and decision making processes are utilized to maximize the effectiveness of agency priority initiatives; coordinate the working relationships among EOHHS agencies; monitor the progress, risk and quality of all aspects of community services policy, program development, evaluation and service provision activities. * Manage the personnel and budget for all matters relative to CYF in the Area; represents CYF services to stakeholders and organizations i.e. DCF,DYS, DDS, Courts, LEA/School Districts, Children’s Behavioral Health Initiative (CBHI) provider network, Inpatient facilities; networks with other agency personnel to create opportunities for collaboration; acts as a liaison to DMH Adult Services in creating seamless systems and services for Young Adult clients; provides or organizes with existing Area CYF Staff, trainings to other State agencies, community agencies, county services, schools, courts, police, community groups and CBHI on access and coordination with DMH CYF Services. * Provide single point of accountability for quality oversight and management of all CYF contracts in the Area; functions as the executive decision maker to Area CYF Services Team; oversees the Mental Health Service Integration Specialist role and the Coordinator of Family Focused Care role within the Area, conduct Area CYF staff meetings; and provides daily consultation and team decision-making with regard to client service delivery. Oversee Area Budget; compiles and reviews data and makes recommendations and decisions relative to budget plans; develops in conjunction with Business Bureau staff, annual spending plans; monitors service utilization and spending rates of Area programs; reviews expenditure reports, reviews and approves provider invoices for services delivered. * Provides leadership in the planning process for all CYF Services (Area and Statewide); represents the Field in Statewide Workgroups related to procurements, regulation changes and policy development; Coordination and impact review with other Child Serving EOHHS agencies, participates on Central Office initiated procurement and planning activities as identified by the Deputy Commissioner of CYF Services; assists in developing and implementing statewide policy for CYF service development and provision; develops program specifications, including needs assessments, developments of Requests for Response, contract standards and chair proposal review process; performs contract negotiation and oversight of both programmatic and fiscal activities. * Advise the Area Director and Deputy Commissioner in deciding strategic policy, program and service provision issues; prepare position papers on policy, program development, evaluation and service provision implementation issues and strategies; recommend service priorities, policies and strategies; represent the Area on Statewide workgroups and special projects; represent the Area Director on community services related matters; interact with representatives of stakeholder agencies, state and federal agencies, institutions including Local Education Authorities, and the general public; represent the Area Director or Deputy Commissioner when appropriate. Required Qualifications * Must have at least 5 years demonstrated success in management involving program development, program implementation or service delivery to child and youth populations with significant mental illness. Preferred Qualifications: * Clinical license: Licensed Independent Clinical Social Worker, Licensed Clinical Social Worker, Licensed Mental Health Counselor, Psychologist. * Knowledge of the types and availability of public and private organizations and sources for providing community services data. * Knowledge of program evaluation methodologies, policies and interpretations. * Knowledge of DMH services policies, programs and services. * Knowledge of Medicaid reimbursement policies and procedures. * Knowledge of Chapter 766 regulations. * Knowledge of Chapter 688 regulations. * Knowledge of EEC licensing policies and procedures. * Knowledge of Case Management policies and methodologies. * Knowledge of MassHealth programs, processes and regulations. * Knowledge of Children’s Behavioral Health Initiative (CBHI) principles and practice. * Knowledge of EOHHS Child Serving Agencies policies and programs. * Knowledge of Service Authorization policies and procedures. * Knowledge of Budget Planning and Management. * Knowledge of Purchase of Services and Service Contract Management. * Knowledge of Human Resources principles and practices. * Knowledge of utilization management policies and methodology. * Knowledge of quality improvement policies and practices. * Knowledge of change management principles and practices. * Knowledge of Evidenced Based Practices in Child Behavioral Mental Health. * Knowledge of project management principles and practices. * Knowledge of policy, program development, analysis and evaluation processes. * Knowledge of analytical tools and expertise in computer-based tools including data based management, spreadsheets, graphics and word processing. * Knowledge of the DMH legislation regulations, policies and programs. * Knowledge of Federal and State laws and regulations governing functions of the Massachusetts Department of Mental Health. About the DMH Child Youth and Family Program: Child, Youth and Family (CYF) Case Manager Supervisor is responsible for ensuring direct case supervision and consultation to CYF Case Manager(s) in order to ensure compliance with established standards of care for Case Management for the Site. The Department of Mental Health provides Child, Youth, and Family Services to eligible individuals and families who meet the clinical criteria for service authorization. In addition, we serve as the Mental Health Authority in the Southeast Area and collaborate, consult with and support implementation of mental health services in the Area.
