Idaho Department of Insurance Opportunity

The Idaho Department of Insurance (DOI) (https://doi.idaho.gov/) is searching for a Health Insurance Market Examiner. The selected candidate will play a key role in our Market Oversight Bureau and reports directly to the Market Oversight Bureau Chief.

This position serves as a subject matter expert on health insurance regulations, policies, issues, and trends. The incumbent provides technical expertise related to health insurance to the Department, industry, consumers, and other stakeholders. This position is also involved in a variety of market conduct activities including analysis, investigations, and examinations.

We are looking for an individual who has a deep understanding of the health insurance industry, specifically regarding health insurance and compliance with laws and regulations. Additionally, the ideal candidate will have experience providing compelling customer service and has a desire to protect and assist Idahoans. They will have strong communication skills both verbally and in writing, and experience communicating directly with insurance carriers and consumers.

This position is required to attain a Certified Insurance Examiner (CIE) (https://go-ires.org/designation-programs/aie-and-cie-designation-program/) designation through the Insurance Regulatory Examiners Society within a reasonable amount of time after hire.

EXAMPLE OF DUTIES:

  • Act as a liaison regarding health insurance-related issues, on behalf of the director and senior staff of the Department of Insurance (DOI), with consumers, other state agencies, insurance industry representatives, regulators, and federal agencies

  • Research and review Idaho Code affecting health insurance to identify and prepare recommendations regarding any changes including impact to the Idaho health insurance industry and Idaho consumers

  • Research and review health insurance issues and solutions in other states and jurisdictions for potential applications in Idaho

  • Review and provide input into proposals regarding new or revised legislation and rules

  • Develop and assist with presenting DOI legislation and rules related to health insurance and related issues

  • Represent the DOI Director on various boards, committees, and task forces related to health coverage matters

  • Prepare information for and assist in giving presentations to explain applicable rules and proposals

  • Develop and maintain effective working relationships with insurance industry representatives, legislators, executive staff, and the public regarding healthcare financing, policies, programs, procedures, and rules

MINIMUM QUALIFICATIONS:

Good knowledge of:

  • Health insurance regulation

Typically gained by a Bachelor’s degree in a health-related field, public administration, business law, paralegal studies, English, or another related field; OR at least two (2) years of experience working for a health insurance company, insurance regulatory agency, or related entity.

Experience:

  • Giving presentations and speaking to various groups

Typically gained by at least two (2) years of experience where the duty above was a regular responsibility of your role.

  • Explaining complex information or issues to individuals with different levels of understanding

Typically gained by at least two (2) years of experience where you were responsible for explaining complex information in an easily understandable way to individuals who may not have the same level of understanding or expertise on the topic.

  • Conducting in-depth research on policies, laws, or other complex/technical material

Typically gained by at least one (1) year of experience where the duty above was a regular responsibility of your role.

DESIRABLE CANDIDATES WILL HAVE (not required):

  • Professional designations such as the Market Conduct Management (MCM), Associate or Certified Insurance Examiner (AIE/CIE), Associate Professional or Professional in Insurance Regulation (APIR/PIR), or other certifications from America’s Health Insurance Plans (AHIP) and/or Life Office Management Association (LOMA) organizations

  • Direct regulatory experience and/or a deep understanding of the insurance industry with an emphasis on health insurance and compliance with laws and regulations

  • Familiarity with all types of health insurance, including insurance company operations, insurance, underwriting, claims and sales practices, and insurance producer practices

  • Knowledge of Idaho Insurance Code

SUPPLEMENTAL INFORMATION:

  • This position is exempt from classified state service and the rules of the Division of Human Resources and the Idaho Personnel Commission.

  • Some work-related travel is required by this position.
