The primary purpose of this position is to serve in a developmental capacity as a Passport and Visa Technician providing administrative support for official passport and visa processing operations, personnel in- and out-processing activities, sponsorship program support, and others.

Duties

Critical Provides administrative support for official passport and visa processing activities for military personnel, civilian employees, contractors, and eligible family members assigned to USCENTCOM. Provides administrative support for personnel in-processing and out-processing activities for military personnel, civilian employees, and contractors assigned to USCENTCOM. Provides administrative support for sponsorship and newcomer support activities. Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-04, or equivalent in other pay systems. Examples of specialized experience includes knowledge of basic passport and visa processing procedures, personnel processing requirements, sponsorship support activities, records management practices, and administrative procedures sufficient to process routine administrative actions, maintain records and tracking systems, provide procedural information, and support command administrative operations. OR EDUCATION: Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. NOTE: You must submit a copy of transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position, only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. NOTE: You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-04 level is required to meet the time-in-grade requirements for the GS-05 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes knowledge of passport and visa processing procedures, Foreign Affairs Manual (FAM) requirements, personnel processing operations, sponsorship support procedures, records management requirements, and administrative accountability procedures sufficient to process and review administrative actions, identify discrepancies, coordinate corrective actions, and provide technical support for command administrative operations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-06 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience include application of various laws, court decisions, departmental and agency precedent determinations and interpretations, rules, regulations, policies, and procedures that pertain to the administration of passport issuance programs and Visa administration; serving as the point of contact for passport-related inspections and audits; and acting as protocol liaison with offices of international public relations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of basic Department of State (DoS), Department of Defense (DoD), passport, visa, personnel processing, and administrative support procedures sufficient to process routine administrative actions; review applications and forms for completeness; maintain records and tracking systems; and provide procedural information regarding passport, visa, onboarding, and sponsorship requirements. Knowledge of office administrative procedures, records management practices, and automated office systems sufficient to maintain files, prepare recurring reports, update databases, track administrative actions, and support personnel processing and sponsorship activities. Knowledge of document accountability and security procedures sufficient to safeguard passports, visas, applications, Personally Identifiable Information (PII), and related administrative records in accordance with established procedures and requirements. Skill in applying established procedures, checklists, and administrative guidance to process recurring transactions, identify routine discrepancies, maintain records, and complete assignments accurately and within established timeframes. Skill in oral and written communication sufficient to provide routine procedural information, prepare administrative correspondence and reports, and coordinate administrative actions with military personnel, civilian employees, contractors, and supporting offices. Ability to learn and apply administrative regulations, passport and visa processing procedures, personnel processing requirements, and sponsorship support operations while performing progressively more difficult assignments under guidance and supervision. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
