Summary

This position is in the Office of Finance and Administration, Office of the Chief Human Capital Officer, Workforce Learning, Performance, and Benefits Division, Benefits Branch. About this organization: OFA This is an office-centered position--you must physically report to one of the duty stations stated in this announcement on a regular basis (location TBD after candidate selected).

Duties

You will: Provide advisory and consultative services involving the full spectrum of retirement and federal employee benefits to a variety of customers. Serve as the spokesperson on all matters related to policy compliance and retirement processing procedures and practices within the Office of Chief Human Capital Operations and serviced program offices. Serve as technical advisor to Human Resources Specialists on issues in the areas of retirements, benefits, and benefits processing. Lead and/or participate on projects which contribute to innovation, standardization, and streamlining of human resources services agency-wide. Develop and conduct training on federal Human Resources benefits, including pre-retirement, retirement, health and life insurance programs, and the Thrift Savings Plan. One or more positions may be filled (in the organization advertised and/or in other organizations), if appropriate to the position. Requirements

#LI-DNI You must meet time-in-grade requirements no later than 30 calendar days after the closing date of this announcement. This position is designated as Moderate Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date. Qualifications

NOTE: You must meet qualification requirements by the closing date of this announcement. To qualify for the GS-13 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-12 level defined as advising on federal retirement and benefits programs; interpreting regulations and/or policies to resolve benefits issues; and leading benefits-related projects to improve program efficiency and/or accuracy. You will need the following competencies in order to perform the duties of this position successfully: HR Information Systems* Oral Communication Personnel and Human Resources Written Communication Coaching and Developing Others Critical Thinking Teamwork* Strategic Thinking Problem Solving Leadership* *You will be evaluated on these critical competencies. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Benefits will not change for current permanent EPA employees. If you are selected for this position, situational telework may be approved by your supervisor if you meet eligibility requirements, as allowable by agency policy and/or applicable collective bargaining agreement. EPA policy only allows telework to be approved situationally. Situational telework is for work or assignments of specific limited duration on an occasional, emergency, or ad hoc basis.
