INVESTIGATIVE SPECIALIST (ASSISTANT INSPECTOR GENERAL)

Responsibilities You will determine the best analytical and evaluative methods when investigating complex, non-routine cases with significant data gaps or conflicting information and at times dealing with highly complex and sensitive issues. You will have expert knowledge of investigative and interview techniques sufficient to serve as a senior level investigator, write reports and make recommendations to the CIG on Fraud, Waste, Mismanagement, and Hotline Investigations. You will have expert knowledge of written communication methods sufficient to document findings, efficiently summarize oral interviews and prepare executive summaries and formal reports for investigations that are technically sufficient. You will have comprehensive knowledge and skill needed to apply accounting and auditing principles, theories, techniques to plan and conduct audits You will have a working knowledge of computer operations and application of various software packages (e.g., database management, spread sheets, work processing, graphics, and statistics). You will have knowledge of organizational structures, mission, programs, organizational relationship, and management policies. You will have skill in establishing and maintaining effective working relationships with a variety of internal and external sources. Requirements Conditions of Employment Qualifications Your resume must also demonstrate at least one year of specialized experience at or equivalent to the NH-02 pay band (GS-11 equivalent grade level) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Mastery of investigative techniques, the theories, dynamics and factors underlying investigation and compliance areas, and skill in interviewing, following leads, researching, interpreting, and applying federal laws and regulations, reconstructing events and preparing reports in order to execute investigations involving payroll fraud, travel fraud, material substitution, personnel management, waste, or mismanagement of resources (e.g., funds, material, and personnel), procurement, contracting issues, and standards of conduct violations, provide expert technical advice, guidance, and recommendations to CNRMC management and other internal or external contacts regarding the execution, analysis, and reporting of investigations as well as special inquiries regarding program and procedural compliance; and enable authoritative and independent handling of designative hotline intake and investigative functions. Comprehensive knowledge of and skill in U.S. laws, regulations, acts, executive orders and agreements which govern the investigative and compliance work for which this position is responsible in order to conduct investigations of fraud, waste, abuse, mismanagement and related improprieties in response to complaints made to the U.S. Government Accountability Office (GAO), Navy IG, or NAVSEA Hotlines or to members of Congress; and to conduct special inquiries into programs and procedures to identify and report operating contradictions which have actual or potential adverse effects upon the objectives and reputation of CNRMC, NAVSEA or the Navy as a whole; reflect inadequate standards or employee behavior, integrity, and/or competency; indicate lack of compliance with policies and regulations, and/or involve abuses of administrative authority. The incumbent must have completed IG Investigator School, or equivalent, and be certified in the conduct of IG investigations (or complete certification within two years). Expert skill and ability to articulate and present findings and recommendations to audiences including outside agencies and private sector representatives with divergent and conflicting views on issues involved; conduct investigations and reviews and conduct meetings and briefings with senior management officials to effectively communicate, negotiate, justify, and defend issues. In a clear, concise manner, both in writing and orally, in the form of briefings, providing command hierarchy with a useful tool for defining and managing programs and/or addressing issues. Expert knowledge of written communication methods sufficient to document findings, efficiently summarize oral interviews and prepare executive summaries and formal reports for investigations and inquiries that are technically sufficient, comply with established policies, and ensure total quality and readability. Comprehensive knowledge and skill needed to apply accounting and auditing principles, theories, techniques to plan and conduct audits.
