Summary
This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Financial Management,Financial Services Group, Division of MSP Program Operations.. As a Contract Officer Representative, GS-1101-13, you will perform a variety of complex assignments related to contract management and oversight utilizing qualitative and quantitative methods for the analysis and evaluation of contract operations and administration.
Duties
- Prepare contract documentation (i.e. statements of work, independent Government cost estimates, acquisition plans, etc.) and related documents for review and approval.
- Prepare written products (i.e. briefing documents, contractor performance evaluations, reports, or cost/price analysis) for making program operation decisions.
- Provide advice/guidance to customers and leadership on contractual activity that impact operations, projects, and/or programs.
- Modify existing guidance to improve operational efficiency of the program.

In order to qualify for the GS-13, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include: 1.Supporting the acquisition contract lifecycle by preparing solicitation documents, reviewing contract modification documents, and track deliverables; 2. Analyzing contract administration issues and recommend corrective actions to stakeholders; and 3.Utilizing the performance evaluation methods and surveillance plans and techniques for oversight of contractor performance.. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
