Job Summary :
The position is responsible for obtaining required Railroad equipment, goods, and services at a reasonable price and in a timely fashion, and in accordance with specifications and regulations, and to subsequently manage the administration of these contracts.
Responsibilities:

Review user-generated specifications and justifications, prepare solicitation documents, review bids/proposals, negotiate pricing, terms, and conditions, develop award documents for personal and miscellaneous services, equipment, software license/maintenance, etc.

Justify and document award recommendations, including cost/price analysis, vendor responsibility, sole source, emergency, and negotiated contract terms.

Conduct pre-proposal/ bidders conferences and site tours.

Assure adequate M/D/WBE participation in procurement cycle.

Chair proposal evaluation committees.

Ongoing administration after contract award. Review, justify, and negotiate change order requests. Maintain user communication to ensure knowledge of vendor performance issues, possible cost overruns, and contract expiration. Advise users and vendors, in a timely manner, of possible contractual constraints.

Prepare MTA Board submittals.

All other related assignments at the request of supervision.
Qualifications :
-
Excellent written/oral communication and analytical skills.
-
Ability to administer several projects independently and concurrently, with ongoing changes in priority.

Ability to think independently.
-
Strong personal computer skills.
Education and Experience :
-
Minimum of 5 years of contract preparation and administration experience .
-
Bachelor’s Degree in business or related field preferred.
-
Familiarity with technical specifications and engineering drawings preferred .
-
Working knowledge of public procurement laws and guidelines preferred.
Other Information
May need to work outside of normal work hours (i.e., evenings and weekends)
Travel may be required to other MTA locations or other external sites.
