Summary

About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the US Army Arsenal, Watervliet, Emergency Services Office in Watervliet, NY 12189.

Duties

  • Supports the administration and enforcement of personnel, information, industrial, physical, and foreign disclosure security programs under the guidance of senior Security Specialists.
  • Initiates and tracks personnel security investigations in the Defense Information System for Security (DISS) and assists with clearance lifecycle, continuous-vetting, and access-review actions.
  • Conducts annual security briefings, specialized debriefings, and security-awareness activities and assists personnel with electronic Questionnaire for Investigations Processing (e-QIP) submissions.
  • Reviews security-clearance requests, position-sensitivity information, and applicant identity documents and drafts recommendations concerning derogatory information or access concerns.
  • Applies procedures for the marking, handling, storage, accountability, review, downgrade, and destruction of classified information and Controlled Unclassified Information (CUI).
  • Maintains security records, access-control and badge-system information, security-container documentation, and safe-combination records in accordance with applicable requirements.
  • Assists with security inspections, Protected Distribution System compliance reviews, security-infraction inquiries, staff assistance visits, and command inspection preparation.
  • Coordinates foreign military and dignitary visits with the Foreign Disclosure Representative to ensure access and disclosure actions remain within authorized limits.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: Assisting with the administration, tracking, or compliance verification of core security programs, such as Information Systems Security (ISS), Personnel Security, Information Security, Industrial Security, Physical Security, or Foreign Disclosure This definition of specialized experience is typical of work performed at the second lower grade/level position in the Federal service (GS-07). OR Education: Master's or equivalent graduate degree or two full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as security management, security studies, criminal justice, homeland security, intelligence studies, or a closely related field. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.

This position requires a 2 year trial period during which the agency evaluates your fitness and whether your continued employment advances the public interest. This is a(n) Intelligence Career Field 35 position Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed 5 years by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Time­-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted. Position may be made permanent without further competition. Multiple positions may be filled from this announcement. Salary includes applicable locality pay or Local Market Supplement.
