Summary

This position is located in the General Business Law Division of the Office of the General Counsel. The supervisor is Matt Pociask This position is subject to Confidential Financial Disclosure reporting requirements. This position is subject to security ownership restriction reporting requirements.

Duties

Assists the General Counsel in providing legal advice, assistance, and representation to NRC offices on a wide range of significant matters, including, but not limited to: federal government procurement, grants, interagency agreements, appropriations, budget and fiscal law, organizational conflicts of interest, personnel and physical building security, employment law, equal employment opportunity, disability law, and federal building leases and real estate; administrative hearings including l bid protests, Contract Disputes Act claims, employment/adverse actions, EEO claims, personnel security actions and federal court litigation; ethics, legislation and executive orders, general administrative law, tort claims, information law (e.g., FOIA, Privacy Act, intellectual property) and Commission procedures; nuclear non-proliferation, international agreements, and agency adjudications; Serves as the agency's Designated Ethics Official or Alternate Designated Ethics Official and leads the agency's ethics program. Requirements

As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under the Professional/Technical Qualifications and Executive Core Qualifications listed below. Typically, experience of this nature will have been gained at or above the equivalent of the GS-15 grade level in the Federal service or its equivalent with state and local government, the private sector, or non-governmental organizations.Failure to meet this basic qualification requirement and all executive and technical qualification factors will automatically exclude you from further consideration. All candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability. It is recommended that your resume emphasize levels of responsibility, scope and complexity of programs managed, and program accomplishments and results. To meet the minimum qualification requirements for this position, you must demonstrate that you possess the Executive Core Qualifications (ECQ) and Professional Technical Qualifications (PTQ) related to this position within your resume - NOT TO EXCEED 2 PAGES. Your resume should include examples of experience, education, and accomplishments applicable to the qualification(s). If your resume does not reflect demonstrated evidence of these qualifications, you may not receive consideration for the position. Professional/Technical Qualifications PTQ 1. Thorough knowledge of legal principles and Federal law, including judicial decisions, statutes, executive orders, and government regulations. Substantial experience in interpreting administrative law statutes governing Federal agency activities. PTQ 2. Ability to interpret Federal laws, regulations, and executive orders in at least two of the following areas: Federal procurement, grants, federal real estate, appropriations, employment, ethics, intellectual property, equal employment opportunity in the Federal sector; disability law in the Federal sector, the Administrative Procedure Act, the Civil Service Reform Act of 1978, Title VII of the Civil Rights Act of 1964, or other legal sources affecting the activities of the NRC, such as the Atomic Energy Act of 1954, as amended, and the Energy Reorganization Act of 1974. PTQ 3. Extensive experience in handling complex legal issues, making statutory interpretations, preparing legal documents, reviewing documents for legal sufficiency, and developing sound legal decisions and recommendations. PTQ 4. Extensive experience in developing solutions to legal problems in the absence of established legal precedents and in using risk insights to develop multiple legal options when addressing emerging issues. EXECUTIVE CORE QUALIFICATIONS ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding-This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people. ECQ 2: Driving Efficiency- This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades. ECQ 3: Merit and Competence-This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality. ECQ 4: Leading People- This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results- This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. A description of how you possess the specialized experience as well as how you meet the qualifications desired in an ideal candidate must be addressed in your resume. Education

You must be a graduate of an accredited law school with a J.D., LL.B., or equivalent degree, and you must be an active member in good standing of the Bar of a state or territory of the United States or the District of Columbia. You must include an unofficial or official copy of your college and/or university transcripts with your application. Transcript must include the School Name, Student Name, Degree and Date Awarded (if applicable). Education must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you have multiple degrees (e.g., BS, MS, PhD) please submit transcripts for each degree. FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in a conventional U.S. education program. It is your responsibility to provide such evidence when applying. If you are qualifying on foreign education, you MUST submit proof of creditability of education as evaluated by a credentialing agency. Transcripts must be uploaded with your application to verify education. All documentation must be in English or include an English translation. How You Will Be Evaluated

Once the application process is complete, a review of your resume and supporting documentation will be conducted. If you meet minimum qualifications, your Application Package will be further reviewed to determine if you possess the Executive Core Qualifications (ECQs) listed above. ECQs must be thoroughly addressed within your two (2) page resume. Separate narratives will not be accepted or reviewed. Highly Qualified applicants may undergo one or more interviews and may be referred to the selecting official for further consideration. Upon selection, if not already a member of the SES serving under a career appointment, the individual selected must have his/her executive qualifications certified by the U.S. Office of Personnel Management's SES Qualifications Review Board (QRB) before appointment to this position. The selected individual's application will be forwarded to the OPM for review and certification by the QRB, unless the selectee provides evidence of their noncompetitive status (i.e., a current SES, OPM QRB certified SESCDP graduate, or SES reinstatement eligible). Actual salary for Senior Executive Service positions may vary depending on the scope and the complexity of the qualifications and current compensation of the selectee. Veteran's Preference does not apply to the Senior Executive Service. Selectees will be required to complete a "Declaration of Federal Employment", (OF-306), prior to being appointed to determine their suitability for Federal employment and to authorize a background investigation. False statements or responses on your resume or questionnaire can jeopardize your employment opportunity and subject you to disciplinary action, including removal from Federal service. The NRC is a zero-tolerance agency with respect to illegal drug use. Individuals selected for these positions will be subject to pre-appointment drug testing. A transferable security clearance from another agency or a background investigation leading to a clearance is required for all new hires. To begin work at the NRC without a security clearance, you must be granted a temporary waiver of the required clearance, referred to as a 145(b) waiver. To be eligible for a 145(b) waiver you will need a favorable education verification, reference, credit, and criminal history checks. If a waiver is granted, the successful completion of a background investigation and favorable adjudication is required for continued employment. If you have resided outside the U.S. for an extended period of time, the agency may not be able to (1) grant the 145(b) waiver where the required investigation cannot be completed in a timely manner, or (2) achieve timely completion of the background investigation required for a security clearance.
