Description
Position Summary
The Operations Human Resources Manager serves as the strategic HR leader for a union manufacturing facility. This position partners closely with plant leadership and union representatives to foster a positive labor-management relationship while ensuring compliance with the collective bargaining agreement, company policies, and applicable labor laws.
The Operations HR Manager is responsible for employee relations, labor relations, workforce planning, talent management, compliance, compensation administration, and organizational development. This role requires a strong presence on the production floor and the ability to balance operational objectives with employee engagement and union partnership.
Key Labor Relations Responsibilities
Labor Relations & Union Administration
Serve as the primary HR contact for union-related matters and collective bargaining agreement administration.
Interpret and administer the collective bargaining agreement (CBA) consistently and effectively.
Lead grievance investigations, responses, and resolution efforts in partnership with operational leadership and union representatives.
Participate in labor-management meetings and maintain productive working relationships with union leadership.
Support collective bargaining negotiations, contract administration, and implementation of negotiated agreements.
Advise leaders on labor relations matters, contract compliance, disciplinary actions, and workforce practices.
Monitor and evaluate labor trends, employee concerns, and workplace issues to proactively address potential disputes.
Partner with Legal and Corporate HR on labor relations strategy and employment matters.
Employee Relations
Conduct investigations related to policy violations, employee complaints, harassment, discrimination, and workplace concerns.
Guide managers through progressive discipline processes consistent with company policies and labor agreements.
Coach supervisors and managers on effective employee communication, conflict resolution, and leadership practices.
Promote employee engagement initiatives while maintaining a positive labor-management environment.

Required
Bachelor's degree in Human Resources, Business Administration, Labor Relations, or related field.
7+ years of progressive HR experience.
3+ years supporting a unionized manufacturing, food production, distribution, or industrial environment.
Experience interpreting and administering collective bargaining agreements.
Experience managing grievances, arbitrations, investigations, and labor-management relations.
Strong knowledge of NLRB regulations, labor law, FMLA, ADA, FLSA, and California employment law.
Preferred
Experience supporting Teamsters, UFCW, IAM, Bakery & Confectionery, or other manufacturing labor unions.
PHR, SPHR, SHRM-CP, or SHRM-SCP certification.
Bilingual English/Spanish.
Experience supporting facilities with 300+ employees and multiple shifts.

This is a Contract to Hire position based out of Stockton, CA.
Pay and Benefits
The pay range for this position is $48.00 - $65.00/hr.
Individual compensation offered for this position within this range will depend on many factors, including qualifications, skills, relevant experience, job knowledge, geographic location, internal equity, and other pertinent job-related factors.
