Full job description

Summary

This position is located at Departmental Offices, Office of the Executive Secretary. As a Review Analyst, you will be responsible for supporting mission-critical functions within the office. The incumbent will assist in coordinating policy and operational documents, tracking and analyzing issues requiring leadership attention, managing workflows and deadlines, and ensuring that materials meet established standards.

Duties

As a Review Analyst, you will: Provide administrative support functions for tracking and monitoring policy and operational issues within an assigned portfolio to ensure policy consistency and support for the Administration and the Department's priorities and programs. Review and analyze materials for the office for policy consistency and identify policy concerns, bringing these to the attention of others in the Office of the Executive Secretary. Assist senior staff with tracking and monitoring policy and operational issues within an assigned portfolio to ensure policy consistency and support for the Administration and the Department's priorities and programs. Analyze policy and operational recommendations, providing recommendations to senior specialists and analysts. Assist senior staff with developing briefing materials for the Secretary, Deputy Secretary and other key officials concerning relevant policy issues and major indicators of interest to the Department. Requirements

Key Requirements: Must be U.S. Citizen or U.S. National. All newly appointed employees to the competitive (or excepted) service are subject to a probationary (or trial) period. During this time, your performance, conduct, and suitability for continued employment will be evaluated. You will not automatically convert to permanent status at the end of the probationary (or trial) period. Your supervisor must affirmatively determine that continued employment is in the best interest of the Federal service. If no certification is made before the probationary (or trial) period ends, your appointment will be terminated. You are encouraged to actively engage with your supervisor, seek feedback, and understand role expectations. Additional guidance and support will be provided during onboarding. Must successfully complete a background investigation. All new hires will be required to comply with federal ethics laws. A review of financial or other interests may be conducted to determine if they create any real or apparent conflict of interests with official Treasury duties. Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency. Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer. Qualifications

You must meet the following requirements by the closing date of this announcement. SPECIALIZED EXPERIENCE: For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized Experience for this position includes: -Experience analyzing policy or operational issues and making recommendations; AND -Developing and coordinating the clearance of briefing and other materials for senior leadership; AND -Reviewing materials for policy alignment and identifying potential risks and issues; AND -Tracking policy initiates using databases or workflow systems. OR EDUCATION: You may substitute education for specialized experience as follows: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related OR COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Education

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions. How You Will Be Evaluated

This announcement uses the Rule of Many, a numerical ranking process under which eligible applicants receive a numeric score based on the assessment process for the position. Only applicants who are eligible for veterans' preference receive 5- or 10-point veterans' preference points, which are added to passing scores, as applicable. Applicants are then listed on the certificate in score order, and preference-eligible applicants are listed ahead of non-preference eligibles with the same score. Qualified preference eligibles with a compensable service-connected disability of 10 percent or more are listed at the top of the certificate in rating order. This announcement uses the cut-off score referral method under 5 CFR 332.402(b)(1). Applicants who achieve or exceed the established cut-off score of 80 will be referred for consideration. If fewer than three eligible and available candidates per vacancy are available, we may lower the cut score in accordance with our pre-announced supplement strategy and applicable policy until a minimum of three candidates per vacancy are eligible to be referred. When a new cut score is established, all applicants tied at that cut score will also be referred. If you are a displaced or surplus Federal employee eligible for the Career Transition Assistance Plan (CTAP)/Interagency Career Transition Assistance Plan (ICTAP), achieve a well-qualified score of 85 or higher to receive priority consideration.
