Summary This position is located at the Office of the Chief Information Officer as a part of a combined resource management activity that can have positions assigned to every major program. The intent is to allow positions to be flexed between programs as requirements allow and to ensure mission requirements are met as needed. Responsibilities Develop and execute methods and procedures for improving organizational structure and allocating, monitoring, analyzing, evaluating, and reporting human resource and budgetary utilization. Provide advice to managers and resource management staff on HR and budget matters. Execute the annual budget for assigned programs—prepare justification statements, research and document financial data, and compile expenditure information. Perform detailed analysis of expenditure and obligation information to ensure adequacy of funds and prevent over-obligation. Develop and compile statistical financial reports pertaining to obligations and expenditures. Oversee collection of data for regular and special budget reports (e.g., monthly status of funds, projected and committed spending). Work with program staff to develop implementation plans for adequate staffing, budgetary, and operational projections. Coordinate and oversee assessment of internal operating procedures for resource control. Review and analyze financial operations—budgetary and contracting requirements, travel and per diem costs, and recommend changes in reporting forms, policies, and procedures. Develop standard operating procedures for resource management activities (position management, staffing, workload metrics, assignment coverage, temporary travel management). Serve as approving official for procurements via USDA purchase card program—oversee procurement of supplies, equipment, services, and equipment maintenance/repairs. Audit requisitions to ensure required justifications are present and adequate. Develop and initiate new or revised day-to-day operating procedures for resource management. Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in Grade: Current federal employees applying for a promotion opportunity must meet the time in grade requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. Specialized Experience: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that demonstrates the statements below: Prepared budget justification materials and applied USDA financial systems to research and monitor financial data. Worked with other management officials to develop budget estimates and goals. Reviewed available funding and adjusted budget estimates to prevent over-obligation and maintain fiscal integrity. Compiled and analyzed historical statistical and narrative data relating to budgetary planning to determine the impact of higher level decisions and possible organizational impact. Applying federal fiscal law, OMB guidance or agency budget procedures to assigned budget tasks, including reviewing financial operating plans or budget documents for conformance with appropriation law and agency policy requirements. Tracked and monitored obligations, expenditures, or allotment balances for assigned agency program accounts, preparing routine variance reports and identifying discrepancies for potential compliance issues and preparing budget execution documents, budget allotments, and budget allocations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education There is no education substitute or requirement for this position at the GS-13 grade level.
