Duties
The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. The incumbent participates in developing and/or interpreting guidance on program planning, execution, and evaluation for the compliance, accounts management and/or taxpayer education and communication functions. Plans, analyzes, determines cost/benefit relationships, and coordinates a variety of functions, operations, and teams. Conducts or assists in conducting studies surrounding issues and problems facing operating unit functions or those of particular concern within the organization assigned. This may require coordinating input from activities outside the division and identifying new methods of performing work. This requires the incumbent to demonstrate analytical, technical, and process analysis skills. May work with a higher graded analyst in the analysis of more complex studies or program areas to discern trends in program delivery. Consolidates report data to measure the effectiveness in meeting baselines or the degree to which program plans and achievements support strategic initiatives. Prepares final reports on identified issues after they have been developed and the Service's position has been formulated. Interprets, develops, adapts, and coordinates analytical reviews of new policies, procedures, and program requirements of the Service and their impact on operations and resources. Applies and disseminates newly developed or revised policies and procedures for use in field operations. Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement. SPECIALIZED EXPERIENCE GS-7 Level: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-5 grade level in the Federal service. Specialized experience for this position includes: Assisting higher graded specialist in the use of a wide range of analytical and evaluative methods and ability to effectively analyze data and apply it to the implementation of widely divergent operation programs. Assisting in the use of technical methods and practices such as program analysis, process analysis, management reporting procedures and available system capabilities to carry out limited projects and to develop simple management information reports. Applying analytical and evaluative methods to identify trends, discrepancies, tax issues, systemic concerns, and operational impacts and using findings to support program determinations and recommendation. Communicating with all levels within the organization, including external customers and stakeholders. Providing technical guidance and presentations to a variety of audiences regarding tax issues, program procedures, analytical findings, system processes, and operational requirements. Utilizing Microsoft Excel, including PivotTables, formulas, filters, conditional formatting, data validation, and reporting, to organize, analyze, and validate large datasets; identify trends and anomalies; monitor inventories and program performance; and develop management information reports. OR EDUCATION: One year of graduate level education at an accredited college or university in a related field of study that demonstrates the necessary knowledge, skills and abilities to do the work. OR Superior Academic Achievement (SAA) may be met by having a Bachelor's degree, with one of the following: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last two years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last two years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies. Note: Grade point averages should be rounded to one decimal point. For example, 2.95 is rounded to 3.0, and 2.94 is rounded to 2.9. If more than 10 percent of your undergraduate course work (credit hours) was taken on a pass/fail or similar basis, your claim must be based on class standing or membership in an Honor Society. OR EDUCATION: A combination of qualifying experience and graduate education. SPECIALIZED EXPERIENCE GS-9 Level: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service. Specialized experience for this position includes: Applying analytical and evaluative methods to assess and measure program operations effectiveness, identify gaps, consolidate findings and recommend alternatives. Utilizing program analysis, process analysis, management reporting procedures and available system capabilities to resolve operating problems and provide statistical data or other management information reports. Identifying significant tax issues that impact assigned programs to prepare reports explaining program differences and recommend improvements and/or corrective action. Communicating analytical findings, technical information, program requirements, and recommendations to management, employees, external customers, and stakeholders at various organizational levels. Utilizing Microsoft Excel, including PivotTables, formulas, filters, conditional formatting, data validation, and reporting, to organize, analyze, and validate large datasets; identify trends and anomalies; monitor inventories and program performance; and develop management information reports. OR EDUCATION: Master's or equivalent graduate degree in a related field of study that demonstrated the knowledge, skills and abilities necessary to do the work. OR Two full years of progressively higher-level graduate degree in a related field of study that demonstrated the knowledge, skills and abilities necessary to do the work. OR LL.B. or J.D., if related. OR A combination of qualifying experience and graduate education. AND You must also meet the following requirement(s): TIME AFTER COMPETITIVE APPOINTMENT (TACA): By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens" TIME IN GRADE (TIG): For positions above the GS-05, applicants must meet applicable time-in-grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for. For positions at the GS-05, you cannot advance to the GS-05 if you have held a GS-02 in the past 52 weeks. There is no TIG restriction for GS-02, 03 or 04 positions. Education
A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. A quality group rating will be used to rank and select eligible candidates. If qualified, you will be assigned to one of three quality level groups, Superior/Best Qualified, Highly Qualified and Qualified. Referral: Eligible applicants rated in the highest quality group, may be referred to a selecting official for consideration. Candidates, if required to participate in a selection interview (telephonic and/or in person at the discretion of the Selecting Official in accordance with hiring practices), will be interviewed in quality group order.
