About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at Fort Sam Houston, TX.

Duties

• Interpret established civilian personnel policies for geographically dispersed brigade locations to evaluate the operational impact of funding constraints and delegated authorities.
• Disseminate guidance regarding regulatory developments to subordinate commands to ensure consistent policy compliance and implementation.
• Conduct organizational studies and processes to enhance administrative systems through the efficient utilization of human resources.
• Provide advisory assistance in employee relations and performance management programs in areas such as discipline, adverse actions, grievances, awards, and employee counseling to support organizational leadership and maintain workforce standards.

Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by researching federal hiring laws, regulations, and human resources policies to initiate staffing and recruitment actions; tracking Requests for Personnel Actions (RPAs) within automated database systems to ensure compliance and timely processing of all organizational staffing actions; advising leadership on employee qualifications for placements actions by interpreting personnel regulations to ensure compliance with civil service laws and merit hiring principles and participating in organizational studies to analyze complex issues concerning manpower, budget and personnel actions.
