This position provides specialized expertise to ensure that quality services are provided to infants and toddlers and their families. The overall focus of this position is management of Infant and Toddler Connection of Fairfax-Falls church (ITC) operations to include strategic, technical and administrative operations with a focus on continuous quality improvement. This will be met by directly addressing and monitoring organizational performance, identifying outcome measures, reporting data on services provided, and examining local and national examples of best practices in the delivery of early intervention services.

Specific duties include:

• Provide mentoring, monitoring, and technical assistance to all providers of early intervention to include those at the contract agencies.
• Establish procedures to ensure program effectiveness and efficiency with ITC billing, data and records management, and quality assurance.
• Ensure compliance with local, state, and federal requirements for service delivery, data collection, and records management.
• Write policies and procedures for program operations.
• Develop recommendations for program changes as a result of state and federal monitoring, assessment of data, and direct mentoring of staff.
• Oversee data collection, analyze program data and implement system changes.
• Develop ITC contracts and monitor implementation.
• Review budget, reports, and data for county and state submission.
• Participate with the ITC management team.
• Provide direct supervision of the management analyst and office manager.
• Attend state and local meetings and workgroups.
• Participate in policy development at the state level.

Provides program policy guidance and interpretation; Provides budget guidance and support; Monitors and evaluates contracted and directly operated services; Provides oversight to contractual services, including clinical and program supervision; Designs and implements program evaluations, outcome measures, and performance indicators; Reviews and investigates reports of serious incidents and complaints; Compiles statistics and prepares administrative reports; Provides input on service delivery policies and procedures and assists in program development; Evaluates program to ensure effective and efficient service delivery; and develops plans to address identified gaps in services; Monitors and ensures that program complies with all federal, state, and local regulations; Sets direction and leads in-service training sessions for internal staff and professional vendor agencies; Analyzes system data to determine trends and identify and allocate resources to address identified needs; Participates in leadership team meetings, state meetings, and interagency meetings, and other activities as assigned; Makes presentations to community groups about the discipline and about the County's Early Intervention Program.(The knowledge, skills and abilities listed in this specification are representative of the class but are not an all- inclusive list.)

Thorough knowledge of philosophy, intent, and rules/regulations pertaining to Individuals with Disabilities Education Act; Knowledge of budgetary procedures; Ability to successfully perform as a team member/leader; Ability to lead/motivate a workforce to achieve program objectives; Ability conduct performance evaluations and implement personnel procedures; Ability to develop, coordinate, and direct specialized programs; Ability to provide consultative and educative expertise in specialty area; Ability to compile and analyze data and draw sound conclusions; Ability to prepare and present oral and written reports; Ability to establish rapport and maintain effective relationships with clients; Ability to develop and maintain effective working relationships with subordinates, co-workers, public and private sector organizations, community groups and the general public; Ability to communicate effectively, both orally and in writing.MINIMUM QUALIFICATIONS: Any combination of education, experience, and training equivalent to the following: (Click on the aforementioned link to learn how Fairfax County interprets equivalencies for “Any combination, experience, and training equivalent to”) Graduation from an accredited college or university with a master's degree in counseling, early childhood, human development, psychology, social work, special education, business administration or other closely related field and other disciplines identified as allied health professions, plus five years of directly related professional Early Intervention services, clinical services, or clinical quality assurance experience.

CERTIFICATES AND LICENSES REQUIRED:• Valid motor vehicle driver's license with fewer than six demerit points (or equivalent in another state) at time of appointment and maintained throughout employment with the agency.

• Certification as an Early Intervention Professional or Early Intervention Case Manager issued by the Department of Behavioral Health and Developmental Services (DBHDS) and successful completion of the Supervision in Early Intervention training under the Early Intervention Professional Development module (within 1 month of appointment) if supervising Early Intervention Case Managers or Early Intervention professionals.

NECESSARY SPECIAL REQUIREMENTS: The appointee to this position will be required to complete a criminal background check, a Child Protective Services Registry check, a driving record check, and sanction screening to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:• Early Intervention Part C Certified.

• At least 5 years of prior professional experience with project management and data quality assurance processes in a field directly related to Early Intervention services, clinical services, or clinical quality assurance experience.
• At least 5 years of prior professional experience with overseeing contracts, monitoring contractor performance, and program compliance in a field directly related to Early Intervention services, clinical services, or clinical quality assurance experience.
• Experience supervising staff responsible for quality assurance, billing, compliance, or administrative operations in a human services setting.

PHYSICAL REQUIREMENTS: Work is generally sedentary in nature; however, incumbent may be required to do some walking, standing, bending, and carrying items up to 25 pounds. Ability to operate keyboard-driven equipment. Ability to communicate verbally and in writing. Sufficiently mobile to attend meetings at various locations and make presentations to county staff and community. All duties performed with or without reasonable accommodations.
