Full job description

Summary

This position is located in the Division of Depositor and Consumer Protection (DCP) of the Federal Insurance Deposit Corporation (FDIC). Individuals selected for this position will be assigned to work on one or more Tier III banks in the Complex Bank Supervision Program. After such assignment ends, the individual may be assigned to other duties as set forth in the Position Description. The duty location is determined upon selection.

Duties

Leads or conducts fair lending and consumer complaint investigations involving highly sensitive or complex issues. Incumbent helps improve the Complex Bank Supervision Program (CBSP) by evaluating, providing feedback, and contributing to the implementation of CBSP policies and procedures. Develops and communicates sophisticated supervisory strategies, guiding team members through intricate and complex bank risk scenarios e.g., areas of specialized lending, complex capital markets, or significant third-party relationships. Maintains an informed position on complex bank supervision; analyzes information filed or reported in accordance with regulatory requirements or other sources; performs, and occasionally overseas activities related to reviewing, analyzing, and processing reports of examination prior to Regional Office review, and other duties of an administrative nature involving the complex banks. Coordinates with other employees, occasionally in a lead role, to perform consumer protection examination activities, including participating in examinations, targeted reviews, investigations, or analyses of complex institutions. Communicates with financial institution management, and effectively responds to or resolves their questions, complaints, and inquiries. Serves as a key point of contact for complex bank training and development activities related to complex banks and more advanced supervision concepts. Requirements

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Additional qualifications information can be found here. CG-13 To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the CG-12 grade level or above in the Federal service. Specialized experience is experience as a Commissioned Compliance Examiner at the FDIC or another organization with comparable commissioning criteria performing Compliance or Community Reinvestment Act (CRA) examinations of insured depository institutions. CG-14 To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the CG-13 grade level or above in the Federal service. Specialized experience is defined as experience as a Commissioned Compliance Examiner at the FDIC or another organization with comparable commissioning criteria conducting or directing examinations of insured depository institutions relating to consumer protection laws and regulations, Community Reinvestment Act (CRA) and other related enforcement responsibilities involving highly sensitive or complex issues. Selective Placement Factor: Applicants must have experience as commissioned compliance examiners at the FDIC or another organization with comparable commissioning criteria. The range of pay shown includes base pay plus supplemental locality adjustments. The locality rates for these duty locations range from a low of 17.06% to a high of 51.75%. Pay will vary by grade level and the locality rate for the geographic location where the position is located. For more on FDIC locality rates, click here. Salary reflects a pay cap for this position of $257,500. If selected, you may be required to serve a probationary or trial period as applicable to appointment type. During the probationary or trial period, you will be evaluated for fitness and whether your continued employment advances the public interest. Financial Institution Examiners must maintain the highest personal ethical standards as provided in Part 336 of the FDIC's Rules and Regulations, (Employee Responsibilities and Conduct). Financial Institution Examiners must comply with Section 3201.102 of Supplemental Standards of Ethical Conduct for FDIC Employees (5 CFR Part 3201), which, in part, prohibits them and their immediate families from accepting certain credit from State nonmember banks. All Financial Institution Examiners are prohibited from the following: 1. Obtaining a loan or a line of credit from any insured state nonmember bank or its subsidiaries. Any extensions of credit held by the Examiner, the Examiner's spouse, or any dependent children are direct or indirect extensions of credit to the Examiner. Exceptions: a. Loans for a primary residence are permissible. The Examiner must not participate in any examination of that institution with which he holds the primary residence loan, and a "cooling off" period is required before negotiating a loan for a primary residence from any institution the Examiner has examined. b. No restrictions on obtaining credit cards issued under the same terms and conditions available to the public from an insured state nonmember bank either within or outside of their field office of assignment. 2. Participating in any examination, or other matter, involving an insured depository institution or any person with whom the Examiner has an outstanding loan or line of credit. 3. Performing any service for compensation with any bank, or for any officer, director, or employee thereof, or for any person connected therewith. 4. Disclosing any confidential information from a bank examination report except as authorized by law. 5. Soliciting or accepting any gift from a prohibited source or because of the Examiner's official position.
