Summary
The Deputy Associate Administrator provides technical and executive direction and control over the program development, standards and rulemaking, engineering and sciences, approvals and permits, and grants functions for the Office of Hazardous Materials Safety (OHMS) and assists the Associate Administrator with high-level program planning and administration associated with the office's mission and program responsibilities.
Duties
The Deputy Associate Administrator for Policy and Programs plans and manages a national transportation safety program and establishes and maintains liaison with other DOT operating administrations, other Federal agencies, and state enforcement agencies concerning hazardous materials. This includes participation in the development of various standards, and working with states, tribal organizations, and other partners. Advises the Associate Administrator and the Office of the Administrator on all hazardous materials transportation safety matters. Participates fully in policy determinations falling within assigned responsibilities. Issues implementation guidance for approved policies within the purview of delegated authority. Manages the daily interface of hazardous materials transportation safety programs within operating parameters. Develops strategic and annual plans, identifying initiatives and establishing strategic goals. Identifies hazmat safety, environmental, and emergency response issues and recommends innovative regulatory and non-regulatory solutions to address them. Provides strategic leadership and clear direction to subordinates. Establishes priorities, communicates organizational goals, and aligns team efforts with the organization's mission and strategic goals. Requirements

PROBATIONARY PERIOD: Complete a one-year SES probationary period (unless already completed). PRESENTATION: Applicants may be asked to prepare and present a presentation, provide a presentation on a scenario-based situation or a similar activity as a part of the applicant evaluation process. DRUG TEST: This is a drug testing position. You will be required to complete a drug test upon entry of this position and are subjected to at random drug testing. Qualifications

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications. TQ 1. Demonstrate executive-level experience in formulating hazardous national materials transportation safety policy, establishing regulatory agendas, and assessing the complex social, economic, and environmental impacts of proposed legislation and safety standards. Proven ability to advise top agency officials on sensitive policy determinations, issue binding implementation guidance, and manage the disposition of special permits and approvals. TQ 2. Demonstrate success in establishing and maintaining high-level partnerships with federal, state, local, and tribal governments, industry executives (C-suite/corporate level), technical associations, and public interest groups. Executive experience negotiating complex Hazardous Materials safety issues, fostering intergovernmental collaboration, and serving as a key agency spokesperson. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. If your 2-page resume does not reflect demonstrated evidence of the ECQs and TQs, you may not receive further consideration for the position. There are five ECQs: ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding – This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people. ECQ 2: Driving Efficiency -This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades. ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality. ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES. Education
If you are qualifying for this position by substituting education or training for experience, submit a copy of your transcripts or equivalent. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. Once the application process is complete, a review of your resume and supporting documentation will be conducted. Highly Qualified applicants may undergo one or more interviews and may be referred to the selecting official for further consideration. Upon selection, if not already a member of the SES serving under a career appointment, the individual selected must have his/her executive qualifications certified by the U.S. Office of Personnel Management's SES Qualifications Review Board (QRB) before appointment to this position. The selected individual's application will be forwarded to the OPM for review and certification by the QRB, unless the selectee provides evidence of their noncompetitive status (i.e., a current SES, OPM QRB certified SESCDP graduate, or SES reinstatement eligible). Upon QRB certification, the selected individual will be required to serve a one-year probationary period. Veterans Preference: Veterans' preference is not applicable to the SES. Mobility: Organizational and geographical mobility is essential in developing and managing SES leaders.
