Summary This position is within the Office of Human Resources. As a Human Resources Specialist, you will be responsible for planning, developing, and carrying out the full range of position management, position classification, and recruitment and placement functions for the National Nuclear Security Administration. This announcement will close on October 2, 2026, or once 75 applications are received, whichever occurs first. Responsibilities As a Human Resources Specialist, you will: Independently manage a position's lifecycle, from initial organizational design and classification to sourcing, assessing, hiring, and onboarding candidates for SES, SL, ST, Competitive Service, and Excepted Service positions. Provide expert consultation and authoritative guidance to executives, managers, supervisors, and employees by interpreting and applying federal Human Resources laws, regulations, policies, and Department of Energy guidance affecting multiple human resources functional areas. Develop recommendations on federal human resources matters involving position management, classification, recruitment and placement, and compensation to management officials. Conduct studies, evaluations, and special projects related to position management, classification, staffing, and compensation. Requirements Conditions of Employment Subject to Random Drug Testing Must pass a pre-employment drug test. Favorable suitability determination required. Financial Disclosure is required. Compliance with Homeland Security Presidential Directive (HSPD-12) governing personal identity which will require that you provide two forms of identification. This position has been designated as Non-Critical Sensitive and requires a security clearance at L Access. The selectee is required to obtain and maintain this clearance; failure to do so may result in separation from federal service. Probationary periods are required for new employees appointed to competitive service positions for the first time or reinstated employees who return to Federal service after a break in service of 30-days or more and who have not completed a probationary period will need to complete the requirement. Qualifications You must meet all eligibility and qualification requirements by the closing date of the job announcement. Time-in-Grade/Band Current Federal employees must have completed 52 weeks in a position equivalent to the next lower band, NQ-2 or GS-12 level. Specialized Experience A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., NQ-02 or GS-12. Specialized experience for this position is defined as experience interpreting and applying federal human resources management principles, concepts, regulations, and practices in the areas of federal position management and classification or federal recruitment and placement. Examples of qualifying experience include: Independently applying Office of Personnel Management classification standards to issue authoritative pay plan, title, series, grade/pay band, supervisory coverage determinations and writing evaluation reports to support classification determination and reviewing positions, organization structures and reporting relationships to provide expert position management and classification advice to leadership officials. Independently performing the full range of recruitment and placement functions to include developing job analyses, advising on assessments, drafting job opportunity announcements, reviewing applications for eligibility and qualifications, issuing certificates, setting pay, extending job offers, and processing personnel actions. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CTAP/ICTAP candidates CTAP and ICTAP candidates will be eligible for selection priority if it is determined that they have exceeded the minimum qualifications for the position by attaining at least a "well qualified" rating of 85 out of 100.
