OSWD About Us The Office of Statewide Workforce Development (OSWD) drives high-impact initiatives that connect talent with opportunity across the state in coordination with all the partners of the Coordinating Council for Workforce Development (CCWD).

Job Description Are you an experienced team leader with a talent for project management? Do you have experience involving the collection, analysis, interpretation, and presentation of quantified data? Would you like to make an impact on South Carolina’s workforce?

The OSWD is seeking a Senior Advisor to support the OSWD Director by overseeing and directing the initiatives of the CCWD. This position has the responsibility to create, track, and report on measurable, time-sensitive metrics. Additionally, this role will serve as a liaison between education and workforce boards, councils, and partner representatives. An ideal candidate will be able to identify methods to determine long-term workforce needs and make recommendations for using legislative and executive means to improve system alignment, accountability, and efficiency.

Key Responsibilities• Conduct high-level analysis to investigate business problems.

  • Supervise CCWD staff and assign work among the team members to organize workflow of assigned programs.
  • Make recommendations to the CCWD and monitor compliance with laws, regulations and internal policies.
  • Serve as the primary liaison between senior management, business partners, IT/Development teams, oftentimes, with competing stakeholder expectations.
  • Provide analytical support throughout the entire project lifecycle of assigned initiatives by monitoring progress, mitigating risks and ensuring quality execution.
  • Assist in developing business cases including cost-benefit, feasibility, and risk analysis for proposed solutions.
  • Ensure solutions are aligned with the CCWD's long-term strategy and objectives.
  • Present to stakeholder groups as required.

Education and Experience A bachelor's degree in business administration, information technology or a related field and demonstrated experience in project managment, team leadership and communication with high ranking government or elected officials.

Additional Requirements Some overnight travel is required. Master's degree and six years of experience in workforce development, economic development, education or a related field is preferred. Knowledge of federal and state legislative processes and regional workforce activities. Certified Business Analysis Professional (CBAP) is preferred.Supplemental questions are considered part of your official application.
