Summary THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This is a National Guard position is for a T5 INFORMATION SECURITY SPECIALIST, Position Description Number T5003000, and is part of the SC 169 FW, South Carolina Air National Guard. Responsibilities ***This is a Title 5 National Guard Employee position description. **This position is in the Excepted Service "under the authority of Title V, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)" The primary purpose of this position is to serve as the Wing Chief of Information Protection at Air National Guard facilities. Accountable for achieving program goals and objectives across multiple functions and disciplines and providing a focused, seamless, and supportive environment for protecting information in order to conduct effective air, space and cyberspace operations. Chairs the Wing Security Advisory Group (WSAG) or facsimile and directs activities of its diverse membership to develop risk assessments and analyses. Advises the Commander on risk assessments and recommends risk avoidance/mitigation. Requirements Conditions of Employment Qualifications THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION OPEN TO AREAS OF CONSIDERATION (AOC) 1 ONLY. This position is in the Excepted Service "under the authority of Title V, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)", Area 1: Current employees (Tenure 1 and 2 / internal to the Agency) Area 2: All other applicants (external to the Agency). *Temporary and Indefinite employees do not meet permanent tenure requirements and are not eligible for Area 1. GENERAL EXPERIENCE REQUIREMENTS: All Series GS-0080 personnel must be certified at the next higher level before being eligible for that level. Each applicant must have the education and validated understanding of the basic principles and concepts of the occupational series and grade for one of the seven organizational program disciplines and its applicable Security Series career level, as cited on page two. Applicants must have the experiences, education, or training that demonstrates the ability to follow directions, to read, understand, and retain a variety of instructions, regulations, and procedures. SPECIALIZED EXPERIENCE REQUIREMENTS: Defined as progressively responsible work that demonstrates the candidate's full competency (Knowledge, Skill, Ability, and Behaviors) to perform tasks and responsibilities as described in the pertinent position description. It includes military administration, military security, and/or personnel management experience that prepares the applicant to perform the duties and responsibilities to achieve the required competency levels as defined by the applicable position description. OTHER QUALIFICATION REQUIREMENTS: Dependent on the authorized full-time position's organizational location and its required compatible manpower directed military skill assignment, applicant must have a current Single Scope Background Investigation according to Army or Air Force Personnel Security Program Management Directives; or, must possess or be able to obtain a National Agency Check, Local Agency Checks and Credit (NACLC) according to applicable DoD Instructions, Army or Air Force regulations, upon appointment. CONDITIONS OF EMPLOYMENT & NOTES: 1. Work may occasionally require travel away from the normal duty station on military or commercial aircraft. 2. This is a drug testing designated position. The incumbent is subject to random drug testing. 3. The employee will be required to obtain and maintain a TS-SCI security clearance. *4. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. 5. Department of Defense Security Fundamentals Professional Certification (SFPC), Security Program Integration Professional Certification (SPIPC) and Security Asset Protection Professional Certification (SAPPC) conferrals are required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DOD 3305.13-M, DoD Security Accreditation and Certification. The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative. **6. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. Head of Agency requests to exceed 14 days in a calendar year must be approved in advance by the National Guard, Director of Manpower and Personnel (NGB-J1) *Statement updated to align with current policy.
