Job Title: Program Planning and Scheduling Analyst 3Job Description

This onsite role as a Program Planning and Scheduling Analyst 3 focuses on developing and managing integrated program plans and schedules in a complex aerospace and defense environment. The analyst ensures that program schedules align with business objectives, provides clear visibility into performance, and supports effective decision-making through rigorous planning, risk analysis, and earned value management techniques.

Responsibilities

  • Prepare, develop, and coordinate integrated master plans and integrated master schedules that align with all program objectives and contractual requirements.

  • Ensure that major projects and program schedules are horizontally and vertically integrated across functional groups, including finance, engineering, materials, manufacturing, and quality.

  • Track and maintain detailed plans and schedules, monitoring progress against baselines and identifying variances that require corrective action.

  • Perform schedule risk analysis to identify potential issues, evaluate impacts, and propose mitigation strategies.

  • Identify and resolve critical path and network logic conflicts to maintain realistic and executable schedules.

  • Utilize Gantt charts, PERT charts, milestone charts, earned value management, and other project management tools to measure progress and report schedule and cost performance.

  • Provide clear schedule status reporting and performance metrics to program stakeholders to facilitate focus on critical areas and timely intervention.

  • Support schedule management activities in Microsoft Project and related scheduling tools, ensuring data integrity and consistency.

  • Collaborate with program control and finance teams to integrate schedule information with cost and performance data.

  • Contribute to continuous improvement of scheduling processes, tools, and methodologies within the program environment.

Essential Skills

  • Bachelor's degree with at least 5 years of experience in business, finance, accounting, program control, or similar industry-related fields; or a master's degree with at least 3 years of related experience; or an associate's degree with at least 7 years of related experience; or a high school diploma/GED with at least 9 years of related experience.

  • Demonstrated scheduling and planning experience in a project or program environment.

  • Experience in program control or closely related functions within complex programs.

  • Proficiency in Microsoft Office Suite, including strong skills in Excel, Word, and PowerPoint.

  • Basic understanding of Microsoft Project for schedule development and maintenance.

  • Ability to apply earned value management concepts to monitor and report program performance.

  • Capability to interpret and build Gantt, PERT, and milestone charts and use them to communicate schedule status.

  • Active U.S. government Secret security clearance, or the ability to obtain and maintain a Secret clearance within a timeframe determined by the organization.

  • Ability to obtain required program access within a timeframe determined by the organization.

  • Strong analytical skills with the ability to identify schedule risks, critical paths, and logic conflicts and propose solutions.

  • Effective communication skills to present schedule data and performance metrics to diverse stakeholders.

Additional Skills & Qualifications

  • Experience in the aerospace or defense industry, supporting complex, highly regulated programs.

  • Advanced Excel skills, including Macro and VBA development, to automate reporting and analysis.

  • Experience working in a Microsoft Project Server environment for centralized schedule management.

  • Experience using Deltek Cobra for earned value management and performance reporting.

  • Experience using Deltek Acumen Risk or similar tools to perform schedule risk analysis and health assessments.

  • Familiarity with schedule health metrics and best practices for evaluating schedule quality and realism.

  • Hands-on schedule management experience with Microsoft Project, including building, updating, and maintaining large integrated schedules.

  • Understanding of DCMA or similar schedule assessment guidelines and standards used in government and defense programs.

  • Comfort working in a contract-to-hire arrangement, with the potential to transition to a long-term role depending on business needs.

Work Environment

This position is fully onsite in a structured aerospace and defense program environment. The standard schedule follows a 9x80 work pattern, with typical hours of approximately 8:00 a.m. to 5:00 p.m., providing a regular daytime work routine with periodic extended hours as program needs require. The role involves daily use of Microsoft Project, Microsoft Office Suite, and specialized tools such as Deltek Cobra and Deltek Acumen Risk within a project server environment. Work is performed in a professional office setting that emphasizes collaboration with finance, engineering, materials, manufacturing, and quality teams, as well as adherence to established program processes, security requirements, and industry standards.

This is a Contract to Hire position based out of Melbourne, FL.

Pay and Benefits

The pay range for this position is $55.00 - $65.00/hr.

Individual compensation offered for this position within this range will depend on many factors, including qualifications, skills, relevant experience, job knowledge, geographic location, internal equity, and other pertinent job-related factors.
