Duties

As a Training Specialist, GS-1702-07/09, you will oversee the Group Training Programs and Subordinate Unit Compliance. This position serves as the Group Unit Training Manager (UTM) and operates under the direction of the Force Support Squadron (FSS) - Force Development Office (FDO). The incumbent acts as the primary advisor to the Group Commander /A-Staff Director on training policy and execution across subordinate units. They lead the planning, development, and evaluation of group-wide education and training initiatives, establishing a cohesive training strategy and ensuring compliance through coordination with subordinate or assigned Unit Training Managers (UTMs). The incumbent provides policy interpretation, as directed through the FDO, from Headquarters (HQ) and Major Command (MAJCOM) levels, ensuring the seamless integration of these policies into all unit-level training programs. AREA OF CONSIDERATION: This position is in the Excepted Federal Civil Service "under the authority of 32 U.S.C. 709" and is open to Category 1: All permanent/indefinite (T32 and T5) technicians employed by the agency Category 3: All current military members of the Florida National Guard; and Category 4: All individuals who qualify for membership in the Florida National Guard and are willing to become T32 Dual Status technicians. First consideration will be given to Category 1. PCS: Permanent Change of Station (PCS) costs, MAY be authorized. Authorization for payment of PCS expenses will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard. Recruitment / Relocation: Incentive MAY be authorized. ONLY after determination is made that payment is in the best interest of the Florida National Guard. FLNG BUS Code 8888: This position is "excluded" and ineligible for labor organization representation. Military Grades: Enlisted; E1 thru E6 SPECIALIZED EXPERIENCE:GS07 Must have at least one year of specialized experiences equivalent to at least the next lower grade or the equivalent which provides knowledge and/or experience, education or training with Army or Air Force education and training programs regarding their principles and procedures. Experience in performing interviews and counseling techniques; training techniques and instruction methods; task analysis procedures, learning processes, curriculum development, training evaluations, and education and training systems and products; effective writing skills; editing practices; instructional media application, training reporting, program and curriculum validation, and implementation procedures SPECIALIZED EXPERIENCE:GS09 Must have at least one year of specialized experiences at the GS-07 level or the equivalent which provides knowledge and/or experience in performing interviews and counseling techniques; training techniques and instruction methods; task analysis procedures, learning processes, curriculum development, training evaluations, and education and training systems and products; effective writing skills; editing practices; instructional media application, training reporting, program and curriculum validation, and implementation procedures. Experience in scheduling training events and facilities; supporting assistance visits and training meetings; or assisting in work center and individual job qualification standard development; education institution registration requirements; and military personnel classification system and policies. Experience in the capabilities of communicative interpersonal skill applications and distance learning concepts. Experience as a participant and presenter during training and military or civilian conference events. MULTIPLE LEVEL RECRUITMENT: This position is being advertised using multiple level recruitment to allow for consideration of applicants with the basic skills necessary to develop to the full journeyman level of the position. If a less than fully qualified applicant is selected, incumbent may be trained and developed until proficiency is gained to full journeyman level. If less than fully qualified individual is selected for this position, the position has potential to Grade__09__. STATEMENT OF DIFFERENCE: The purpose of this position is to provide on-the-job experience for the purpose of qualifying for the target grade level described in the position description. Work assignments are selected to provide training and experience in this occupation. The incumbent is required to obtain increased knowledge and skill in the duties of the position at the target grade level. Promotion to the full journeyman level position is not automatic with the completion of the time in grade requirements, but rather it is contingent upon the assignments and performance of full journeyman level duties on a regular and recurring basis.
