Job Description
STV is seeking an experienced Construction Manager – COLO Buildout to join our PMCM group in Texas to oversee tenant fit-out, white space deployment, infrastructure integration, and operational readiness activities associated with complex colocation (COLO) and mission-critical data center projects. This role is responsible for coordinating construction activities, managing contractors and project personnel, monitoring schedule and quality, and ensuring work is completed in accordance with project specifications, safety requirements, and applicable codes and regulations. The Construction Manager – COLO Buildout will work closely with project leadership, owners, design teams, contractors, vendors, commissioning personnel, and clients to proactively identify issues, resolve field conflicts, and maintain successful project delivery. The ideal candidate is a proven leader with extensive experience managing large-scale commercial or industrial construction projects, preferably within mission critical or data center environments. Responsibilities COLO Buildout Construction Management

Lead and coordinate tenant buildout activities including white space construction, cage installations, equipment deployment, raised floor systems, containment systems, security infrastructure, and supporting MEP systems.

Direct and coordinate contractors, subcontractors, engineers, inspectors, suppliers, vendors, and project personnel to maintain project objectives.

Develop and manage construction activities in alignment with overall project schedules, milestones, staffing requirements, turnover dates, and operational readiness goals.

Monitor installation progress and proactively address issues that could affect schedule, cost, quality, safety, commissioning, or client occupancy requirements.

Monitor procurement and delivery of owner-furnished equipment (OFE), tenant equipment, long-lead materials, and critical infrastructure components to ensure alignment with project schedules. Operational Readiness, Commissioning & Project Turnover

Coordinate construction completion activities in support of startup, testing, commissioning, integrated systems testing, and tenant readiness milestones.

Support development and execution of turnover plans, punch list management, deficiency resolution, and final acceptance activities.

Coordinate with operations teams, clients, commissioning agents, and contractors to ensure successful occupancy and operational handoff.

Verify completion of as-built documentation, O&M manuals, training requirements, warranties, and closeout documentation. Project & Construction Management

Provide leadership and guidance to project personnel while fostering collaboration, accountability, and effective communication across the project team.

Maintain strong communication with clients, contractors, project leadership, operations personnel, and internal stakeholders throughout construction.

Manage project scope, schedule, budget, quality, contractor performance, and risk throughout the project lifecycle.

Drive decision-making, resolve issues proactively, and manage project changes to maintain project objectives.

Monitor construction progress and provide regular executive-level reporting on project performance. Client & Stakeholder Coordination

Build and maintain strong relationships with owners, architects, engineers, consultants, contractors, and internal stakeholders.

Lead Owner-Architect-Contractor (OAC) meetings, preconstruction meetings, progress meetings, and other project coordination sessions.

Collaborate across technical and non-technical teams to drive project success in a fast-paced environment. Safety, Quality & Site Operations

Champion an Injury-Free Environment by promoting and enforcing all safety policies and procedures.

Ensure QA/QC standards are implemented and maintained throughout construction.

Review and coordinate site logistics plans alongside General Contractors, Operations teams, and consultants to optimize field execution.
Skills and Requirements
- 5+ years of construction management experience overseeing complex commercial, industrial, or mission critical projects.
- Experience supporting complex mechanical and electrical projects in ndustrial and commercial segments (semiconductor, manufacturing plants, high voltage, life sciences facilities, hospitals, medical campuses, airports, large utility infrastructure, oil / gas, waste water plants
- Strong understanding of construction sequencing, commissioning processes, turnover planning, operational readiness, and client occupancy requirements.
- Working knowledge of applicable building codes, safety requirements, environmental regulations, and mission-critical construction standards.
- Demonstrated experience managing all phases of construction including planning, procurement, execution, commissioning, and project closeout.
- Experience delivering hyperscale or mission critical data center projects.
- Strong working knowledge of data center construction, white space deployment, containment systems, structured cabling, security systems, and supporting infrastructure.
- Owner's representative or Construction Management consulting experience.
- Bachelor’s degree in construction management, Civil Engineering, Mechanical Engineering, Electrical Engineering, Architecture, or a related discipline, or equivalent combination of education and experience.
- Experience overseeing multiple concurrent projects and large field teams.
- Familiarity with commissioning, QA/QC programs, and complex MEP systems.
- OSHA 30 certification and other relevant construction safety certifications are a plus.
