This position is exempt from classified state service and the rules of the Division of Human Resources and the Idaho Personnel Commission.

Summary:

The Office of Species, Minerals, and Energy Coordination (OSMEC) operates with a staff of 35 full‑time employees and an annual budget of approximately $47.8 million. The Administrator is appointed by and reports directly to the Governor of Idaho, serving as the statewide executive leader responsible for coordinating Idaho’s energy, mineral, species conservation, and historic preservation activities.

The Administrator strengthens collaboration among state, federal, tribal, local, and private partners to promote responsible resource development, environmental stewardship, and preservation of Idaho’s natural and cultural heritage.

Key Responsibilities:

  • Fulfill the responsibilities outlined in 67-818(3), Idaho Code.

  • Directs and manages all statewide efforts originating from and conducted by OSMEC, providing integrated leadership across Idaho’s energy, mineral, species conservation, and historic preservation.

  • Collaborates with partner agencies, such as Department of Agriculture, Department of Environmental Quality, Department of Lands, Department of Fish and Game, Department of Parks and Recreation, Department of Commerce, Idaho State Historical Society, and others to advance Idaho’s natural and cultural activities and broaden state efforts.

  • Establishes partnerships and cooperative agreements with utilities, the business community, conservation organizations, tribal governments, state and local units of government, and other stakeholders.

  • Ensures all OSMEC activities comply with applicable state and federal laws, regulations, and interagency agreements, promoting accountability and consistent adherence to legal and policy requirements.

  • Provides forums for stakeholders across all OSMEC program areas to collectively address statewide issues and participate in joint planning and decision‑making.

  • Develops and coordinates statewide initiatives ensuring that interdisciplinary perspectives—energy, species conservation, minerals, and historic preservation—inform long‑range planning.

  • Promotes policies and programs that support sustainable energy generation, responsible mineral resource development, effective species and habitat management, and preservation of Idaho’s historic and cultural sites.

  • Confers with the Governor on resource and conservation issues, recommending changes in legislation and state policy as necessary.

  • Provides strategic leadership to OSMEC staff and fosters a collaborative, forward‑thinking culture grounded in integrity, professionalism, and responsible stewardship of Idaho’s resources.

  • Articulates the State’s policies and initiatives related to coordinated management of Idaho’s species, mineral, and energy resources, as well as historic preservation considerations.

  • Solicits federal funding and grants to advance OSMEC’s objectives across its combined program areas.

  • Develops and monitors budgets supporting OSMEC programs and operations.

  • Represents Idaho at meetings, conventions, and public forums, promoting the integrated mission of OSMEC.

Minimum Qualifications:

  • Knowledge or familiarity with state and federal laws, rules, policies and standards related to natural resources.

  • Experience managing a professional staff; analyzing administrative and fiscal problems and providing solutions; managing budgets and resource allocation; developing operating policies and procedures; negotiating agreements; performing liaison activities and dealing effectively with elected officials, business and community leaders, state and federal officials, and the general public; interpreting and applying state laws, regulations and policies; communicating effectively orally and in writing, and making public presentations.
