Job Description:
The Division oversees the Certificate of Need and licensing processes for more than 2,200 healthcare facilities and providers throughout New Jersey, including hospitals, ambulatory surgery centers, dialysis centers, home health agencies, hospice agencies, nursing homes, and other licensed healthcare providers.
The Executive Director provides executive leadership, strategic planning, and operational oversight for all Certificate of Need and Licensing programs. Direct the review and processing of Certificate of Need and healthcare facility licensing applications to ensure compliance with applicable statutes, regulations, and Department policies. Develop and implement long-range strategic initiatives to improve program effectiveness, efficiency, and customer service. Serve as the Division's spokesperson on Certificate of Need and licensing matters through public presentations and stakeholder engagement. Represents the Assistant Commissioner and the Department before legislative committees, advisory boards, and professional organizations. Ensures compliance with applicable state and federal laws, regulations, and Department policies. Collaborates with healthcare providers, industry stakeholders, state agencies, and other governmental partners to support effective program administration. Lead, supervise, and develop management and professional staff, including recruitment, performance evaluations, and employee development. Oversee the development, implementation, and continuous evaluation of Division policies, procedures, and operational standards.
Preferred Qualifications:
Applicants who possess a Juris Doctor (J.D.) degree, Registered Nurse (RN) license, or Medical Doctor (MD) degree are preferred.
REQUIREMENTS:
EDUCATION:
Graduation from and accredited college or university with a Bachelor's degree.
EXPERIENCE:
Five (5) years of experience in the administration and management of a program
to develop and implement policy in a public or private organization.
NOTE: Applicants who do not possess the required education may substitute
experience as indicated on a year for year basis.
LICENSE:
Appointees will be required to possess a driver's license valid in New Jersey
only if the operation of a vehicle, rather than employee mobility, is necessary
to perform the essential duties of the position.
